REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANCY SERVICE FOR THE CONDUCT OF BASELINE SURVEY FOR THE SPECIAL AGRO-INDUSTRIAL PROCESSING ZONES (SAPZ) PROGRAM UNDER AFDB FUNDING

1. The Federal Government of Nigeria (FGN) has received financing from the African Development Bank towards the cost of the Special Agro-Industrial Processing Zones (SAPZ) Program Phase I in partnership with the State Governments and Private Investors in the five (5) participating States of Kaduna, Oyo, Cross River, Imo and Ogun and intends to apply part of the agreed amount for this loan to payments under the contract for Conduct of Baseline Survey for the Special Agro-Industrial Processing Zones (SAPZ) Program under AfDB funding.
2. The required task to be undertaken includes establishing benchmarks (pre-intervention economic and social conditions of benefiting individuals/households, state, rural enterprises and producers) against which outputs, outcomes and impact of the project would be assessed during implementation and at completion; as well as provide pre intervention baseline documentary of SAPZ sites. 3. The National Coordinating Office (NCO) of the Special Agro-Industrial Processing Zones (SAPZ) Program now invites eligible consulting firms to indicate their interest in providing these services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
4. The estimated duration of the assignment is fourteen weeks and the estimated starting date is 1st August, 2025.
5. Eligibility criteria, establishment of the shortlist and selection procedure shall be in accordance with the Procurement Policy for the Bank Group Funded operation (October 2015), which is available on the Banks website at http://www.afdb.org.en/projects and operations/procurements/new-procedure-policy.
6. Interested consultancy firms may obtain further information at the address below during the office hours of 09:00am and 04:00pm (Local time; Mondays–Fridays).
7. Expression of Interest must be delivered to the address below in person not later than 14 days from the date of first publication at 12:00 noon local time and mention “Conduct of Baseline Survey for SAPZ in AfDB Supported States”. Late submissions will NOT be accepted. Only shortlisted candidate will be contacted.
