| Purpose of the Assignment | The purpose of this assignment is to facilitate the implementation of selected Xpert MTB/RIF Machines’ optimization with oversight from Institute of Human Virology Nigeria. This activity is funded through the Global Fund Tuberculosis Public-Private Mix (TB PPM) grant in Nigeria. |
| Background | The Institute of Human Virology, Nigeria (IHVN) is a leading local non-governmental organization implementing HIV/AIDS, Tuberculosis, Malaria, Research and non-communicable disease projects in Nigeria through the development of infrastructure for treatment, care, prevention, and support for people living with and those affected by these diseases.The Global Fund to Fight AIDS, Tuberculosis and Malaria selected IHVN as Principal Recipient to oversee its two-year (2019-2020) TB PPM grant. Xpert MTB/RIF testing was adopted in 2016 as the first point of diagnosis for all forms of TB in Nigeria. However, the suboptimal functionality of the machines have contributed to the low TB Case notification rate in Nigeria. As part of the activities in the PPM grant, IHVN is responsible for optimizing selected Xpert MTB/RIF machines on behalf of the National Tuberculosis, Leprosy and Buruli Ulcer Control Program. |
| Scope of work | Performance assessment of the selected Xpert MTB/RIF machines sites before commencement of optimization activitiesDesign, develop and cost the optimization package required for each Xpert MTB/RIF sitesSource and install the optimization equipment at the selected Xpert MTB/RIF sitesPrepare periodic activity reports and report on performance status of the selected Xpert MTB/RIF at the conclusion of the activityConduct joint assessment visits with designated representatives of IHVN as required |
| Work Schedule | The anticipated duration of the contract is 21 months, starting from 1st May 2019. The selected Firm will implement the optimization activities as contained in the approved IHVN GF TB PPM work plan. Any additional GeneXpert Optimization activities approved by Global Fund during the contract period will be implemented by the firm. Activities and progress updates would be supervised by IHVN Xpert MTB/RIF optimization team. |
| Payment schedule | Payment by IHVN will be in accordance with IHVN procurement standard operating procedures and would be completed following certification of work done by designated IHVN representatives. |
| Eligibility Criteria/Instructions to Expression of Interest | The selection of the firm will be in accordance with IHVN’s procedures and policies as stated in the eligibility criteria/instructions below. The selected firm will be required to formally register with IHVN before engagement of services which are subjected to annual renewal as at when due.Interested organizations must have:CAC registrationTax clearance certificates for the past three yearsEvidence of at least two similar Jobs made in the pastProof of DUNS certificationExperience in TB diagnostics and Laboratory equipment optimization and maintenanceExpert knowledge and demonstrable working experience of Xpert MTB/RIF technologyAbility to work within agreed timelinesFlexibility, adaptability, and resourcefulness |
