INVITATION TO TENDER FOR GOODS, WORKS AND EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES FOR THE EXECUTION OF 2019 APPROPRIATION
1. INTRODUCTION
1.1 The National Council for Arts and Culture, Abuja is desirous of carrying out the under-listed programme and projects as contained in its 2019 budget and zonal intervention projects(zip)
1.2 The Council is, therefore, invited experienced and competent contractors/suppliers, consultants and event managers to submit bids for these programmes/projects.

3. ELIGIBILITY REQUIREMENTS
All Bidders Must Meet The Following Minimum Qualifications:
a. Evidence of Certificate Of Incorporation Issued By Corporate Affairs Commission (CAC) Including Forms Cac2 And Cac7;
b. Evidence of Company Income Tax Clearance Certificate for the Last Three (3) Years (2016, 2017 And 2018) Valid Till 31st December, 2019. Evidence Of Current Pension Compliance Certificate Valid Till 31st December, 2019;
c. Evidence of Current Pension Compliance Certificate Valid Till 31st December 2019.
d. Evidence Of Current Industrial Training Fund (ITF) Compliance Certificate Valid Till 31st December 2019;
e. Evidence Of Current Nigeria Social Insurance Trust Fund (NSITF) Compliances Certificate Valid Till 31st December, 2019;
f. Evidence Of Registration On The National Database Of Federal Contractor, Consultant And Service Providers By Submission Of Interim Registration Report (IRR) Expiring On 31/1/2020 Or Valid Certificate Issued By BPP.
g. Sworn Affidavit Disclosing Whether Or Not Any Officer Of The Relevant Committees Of The National Sugar Development Council, Abuja Or The Bureau Of Public Procurement Is A Former Or Present Director, Shareholder Or Has Any Pecuniary Interest In The Bidder And To Confirm That All Information Presented In Its Bid Are True And Correct In All Particulars.
h. Company’s Audited Accounts For Three (3) Years -2016, 2017 And 2018
i. Evidence Of Financial Capability To Execute The Project By Submission Of Reference Letter From A Reputable Commercial Bank In Nigeria, Indicating Willingness And Readiness To Provide Credit Facility For The Execution Of The Project When Needed;
j. Company Profile With The Curriculum Vitae Of Key Staff To Be Deployed For The Project, Including Copies Of Their Academic/Professional Qualification (In Case Of Construction: COREN, QSREN, CORBON, ARCON, CORBON, NSCDC (Security) Etc.
k. Verifiable Documentary Evidence Of At Least Three(3) Similar Jobs Executed In The Last Five (5) Years Including Letters Of Award, Valuation Certificates Job Completion Certificates And Photographs Of Projects;
l. List Of Plants/Equipment With Proof Of Ownership/Lease(Where Applicable)E.G., Lots 8,9,10 And 11
m. For Joint Venture/Partnership, Memorandum Of Understanding(MOU) Should Be Provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit Are Compulsory For Each JV Partner)
n. Category C: Letter Of Authorization From Original Equipment Manufacturers
o. Only Companies Included In The National Automotive Design And Development Council’s Approved List Of Local Manufactures Of Vehicles Of Their Authorized Representatives Should Bid For Vehicles
p. Category D: Evidence Of Registration With The Centre For The Management Development(CMD)
q. All Documents for Submission Must Be Transmitted with Covering/Forwarding Letter under the Company/Firm’s Letter Head Paper Bearing Amongst Others, The Registration Number (RC) As Issued by Corporate Affairs Commission (CAC). Contact Address, Telephone Number (Preferably GSM No.) And E-Mail Address. The Letterhead Paper Must Bear The Names And Nationalities Of The Directors Of The Company At The Bottom Of The Page, Duly Signed By The Authorized Officer Of The Firm.
4. COLLECTION OF TENDER DOCUMENTS (CATEGORY B&C)
Interested Companies Are To Collect The Standard Bidding Document(SBD) From The Office Of The Head, Procurement Unit Directorate Office, Room2, 1st Floor, National Council For Arts And Culture(NCAC), Plot1370, Ukpo Close, Off Oro Ago Crescent, Off Muhammad Buhari Ay, (By Old CBN), Garki II, District, Abuja On Evidence Of Payment Of A Non- Refundable Tender Fee Of 100,000.00 Per Lot, Paid Into The National Council For Arts And Cultures Remita Account In Any Reputable Commercial Bank In Nigeria.
5. SUBMISSION OF TENDER DOCUMENTS (CATEGORY B&C)
5.1 Prospective Bidders Are To Submit Bid For Each Of The Lot Desired, Two(2) Hard Copies Each Of The Technical And Financial Bids With Softcopy Of Financial Bid Only In MS Excel Format, Packaged Separately In Sealed Envelopes And Clearly Marked As Technical Bid Or Financial Bid
5.2 Thereafter, Put The Two Sealed Envelopes In A Bigger Sealed Envelope Addressed To That Director General/CEO, National Council For Arts And Culture (NCAC), 1st Floor. Plot 1370, Ukpo Close, Off Oro Ago Crescent, Off Muhammad Buhari Way, (By Old CBN), Garki II, District, Abuja And Clearly Marked With ( The Name Of The Project/Program And The Lot Number
5.3 Furthermore, The Reverse Of Each Sealed Envelope Should Have The Name And Address Of The Bidder And Drop In The Designated Tender Box (Located At Room 2, 1st Floor, Procurement Unit, NCAC Office) Not Later Than 12.00noon Of Monday 26th August 2019
6. SUBMISSION OF EOI DOCUMENTS
6.1 Interested Firms Are To Submit Two (2) Bound Copies Of Expression Of Interest (EOI) Documents, Separated By Dividers. The Documents Should Be Submitted In A Sealed Envelope and Addressed To the Director General/CEO, National Council for Arts and Culture (NCAC), 1st Floor. 6.2 Furthermore, The Reverse Of Each Sealed Envelope Should Have The Name And Address Of The Bidder And Deposited In The Tender At The Address Above, Not Later Than 12.00noon Of Monday 26th August 2019
7. OPENING OF BIDS
7.1 The Technical Bids Will Be Opened Immediately After The Deadline For Submission At 12.00 Noon On Monday, 26th August 2019 In The Board Room, NCAC, Abuja, In The Presence Of Bidders Or Their Representatives, While The Financial Bids Will Be Kept Un-Opened. Please Ensure That You Sign The Bid Submission Register In The Office Of The Head, Procurement Unit, Directorate Office, 1st Floor, National Council For Arts And Cultures (NCAC), Plot 1370, Ukpo Close, Off Oro Ago Crescent, Off Muhammad Buhari Way, (By Old CBN), Garki II, District, As The National Council For Arts And Culture (NCAC) Will Not Be Held Liable For Misplaced Or Wrongly Submitted Bids. 7.2 Expression Of Interest (EOI) Documents Will Be Opened Immediately After The Deadline For The Submission At 12.00noon On Monday, 29th July, 2019 At The Councils Board Room, 1st Floor In The Presence Of Bidders Or Their Representatives. Please, Ensure That You Sign The Bid Submission Register At The Address Stated Above, As The Council Will Not Be Held Liable For Misplaced Or Wrongly Submitted Bids.
8. GENERAL INFORMATION
a. Bids Must Be In English Language And Signed By An Official Authorized By The Bidder
b. Bids Submitted After The Deadline For Submission Would Be Returned Un-Opened
c. Bidders Should Not Bid More Than Two (2) Lots
d. All Costs Will Be Borne By The Bidders
e. Category B&C: All Pre-Qualified Bidders Will Be Contacted At A Later Date For Financial Bids Of Unsuccessful Bidders Will Be Returned Unopened
f. Category A& D: Only Shortlisted Firms Will Be Invited At A Later Date For Collection Of Request For Proposals
g. The National Council For Arts And Culture (NCAC) Is Not Bound To Prequalify Any Bidder And Reserves The Right To Annul The Procurement Process At Any Time 3withpout Incurring Any Liabilities In Accordance With Section 28 Of The Public Procurement Act 2007.
