REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR 2016/2017/2018 TETFUND MERGED ICT SUPPORT INTERVENTION PROJECTS

1.0 INTRODUCTION
The Federal College of Education, Kano, has received the ICT support Intervention from the Tertiary Education Trust fund for the year 2016/2017/2018. Consequently, the College invites interested, competent and quaffed ICT Firms with ICDL certification, proven track records and expertise on website design and training on Information and Communication Technology (ICT) to express interest in the redesign of the College website and ICT training of staff.

2.0 SCOPE OF WORK/SERVICE

LOT 1: WEBSITE DESIGN – FCEKN/TEIF/ICTP/WDP/2016-2018//001

LOT 2 ICT TRAINING – FCEKN/TEIF/ICTP/WDP/2016-2018//002

3.0 ELIGIBILITY REQUIREMENTS
Each Bidder Is expected to submit the following mandatory documents:
(1) Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC), Including Forms CAC2 and CAC7
(2) Evidence of Company income’s Tax Clearance Certificate for the last three (3) years valid till December 2019
(3) Company Audited Account for three (3) years {2016, 2017 & 2018) prepared by Chartered Accountant, duly signed and stamped with ICAN or ANAN Seal.
(4) Evidence of current Pension (PENCOM) Compliance Certificate valid till 31 December 2019
(5) Evidence of current industrial Framing fund (ITF) compliance certificate valid till 31 December 2019
(6) Evidence of current Nigeria Sadat Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December 2019
(7) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 31 December 2019 or valid Certificate issued by Bureau of Public Procurement BPP.
(8) Evidence of ICDL Certified qualification
(9) Sworn affidavit that none of the Directors of the company have been convicted In any country for criminal offence related to fraudulent or corrupt practice, or criminal misrepresentation or falsification of Facts relating to any reader, and disclosing whether or not. any officer of the relevant committees of the Federal College of Education, Kano or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all Information presented In its bid are true and correct in all particulars and that the company is not in receivership, Insolvent or Bankrupt
(10) Evidence of Financial Capability to execute the prefect by submission of Reference teller from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
(11) Company Profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of the Academic/Professional qualifications,
(12) Verifiable documentary evidence of at least three (3) similar Projects executed in the last five (5) years including letter of Awards, Valuation Certificates. Job Completion Certificates and photographs of the protects (13) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV partner)

All documents for submission must be transmitted with a Covering/ Forwarding Letter under the Company/firm’s Letterhead Paper bearing amongst others, the Registration number (RC) as Issued by the Corporate Affairs Commission (CAC) Contact Address, Telephone number (Preferably GSM No.) and email address. The Letterhead paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

Original copies of documents listed above must be produced for sighting (If required by the College) For Post Qualification requirements.

4.0 SUBMISSION OF EXPRESSION OF INTEREST
Interested firms are to submit two (2) bound of Expression of interest (EoI) documents separated by dividers and carefully arranged as Indicated above. The documents should be submitted in a sealed envelope and address to The Secretary Tenders Board, Ground Floor, Administrative Block, Federal College of Education, Kano clearly marked With the name and lot number of the project. The reverse side of the envelope should have the name and address of the bidder. The documents must be submitted to the office of “Head, Procurement Ground Floor, Admin Block, FCE Kano six weeks from the date of this advert (ie on or before Monday 2 DECEMBER 2019 by 12:00 noon)

5.0 OPENING OF EOI
The EOI documents will be opened immediately after the deadline of submission at 12 noon on Monday 2 December, 2019 at the College Council Chamber, bidders or their representative ate invited to attend and witness the exercise. Please note that only shortlisted bidders will be contacted at a later date to collection of request for Proposals. Please ensure that you sign the Bid submission Register In the office of the Secretary Tenders Board FCE, Kano as the college will not be held liable for misplaced or wrongly submitted bids

PLEASE NOTE:
(i) That the college reserves the right to verify any claim by the bidders
(ii) All submission pages have to be duly initialed
(iii) Only firms shortlisted in the Eol will be invited to collect Request for proposal (RFP).
(iii) EoI documents submitted after the deadline for submission would be returned un-opened.
(iv) That this advertisement for invitation for Expression of Interest (EoI) shall not be considered as a commitment on the part of the College, nor shall It entitle any bidder to make any claims Whatsoever and/or seek any Indemnity from F.C.E Kano.
(v) That Federal College of Education Kano reserves the right to annul the Procurement process at any time without Incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
