EXPRESSION OF INTEREST/INVITATION TO TENDER FOR 2019 CAPITAL, CONSTITUENCY AND ZONAL INTERVENTION PROJECTS

1. INTRODUCTION
The Metallurgical Training Institute Onitsha is a Federal Government Owned Institute with the mandate to train Low/Middle-Level Technical Manpower in Maintenance and Repair works for the Steel and Allied Industries in Nigeria. The Institute hereby invites reputable and qualified companies to tender for Construction, Procurement and Consultancy services of the following Projects:

3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
b. Evidence of Company Income Tax Clearance Certificate for the last three (3) years 2016, 2017 & 2018 valid till 31st December 2019 whose declared Annual turnover correspond with those in Audited Account;
c. Evidence of current Pension Compliance Certificate valid till 31st December 2019
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2019.
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2019
f. Evidence of Registration on the National Database of Federal Contractors, Consultants, and Service Providers by submission of Interim Registration Report (IRR) expiring 31st January, 2020 or valid certificate issued by Bureau of Public Procurement
g. Evidence of Company’s Audited Account for the last three (3) years. 2016, 2017&2018 ;
h. Evidence of Financial Capacity to execute the project by submission of Reference letter from a reputable bank indicating willingness to provide credit facility for the execution of the project when needed
i. Detailed Company’s Profile to include the Names, Phone number, Curriculum Vitae and credentials of Technical and Professional Staff to be deployed for the project and copies of their Academics/Professional qualification such as COREN, QSRBN, ARCON, CORBON etc. (for category C)
j. Lot 4: Evidence of registration with relevant professional body(les);
k. Verifiable documentary evidence of at least (3) similar jobs executed in the last five (5) years including Letter of Awards, Valuation Certificates and job Completion Certificate and photograph of the projects.
l. List of Plants Equipment with Proof of Ownership/Lease (where applicable)
m. All documents for submission must be transmitted with a Covering /Forwarding letter under the Company’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the CAC, Contact Address, Telephone Number (preferably GSM NO) and e-mail address. The Letter head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the Firm.
n. Current Sworn Affidavit disclosing;
– That the company is not in receivership, insolvent or bankrupt
– That the company does not have any Director who has ever been convicted in any court of law in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety.
– Whether or not any Officer of the relevant Committees of the Metallurgical Training Institute, Onitsha or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.

4. COLLECTION OF TENDER DOCUMENTS:
Interested and Competent Bidders should collect the Standard Bidding Document for Goods & Works) from PROCUREMENT DEPARTMENT, ROOM 6. Metallurgical Training Institute, Onitsha on evidence of payment of N10,000.00 per lot non-refundable deposit from Monday to Friday, between 9am – 3:00pm respectively by using Central Bank of Nigeria (CBN) payment gateway platform that can be accessed from the REMITA Website. Please note that bidders for consultancy services will not collect tender document at this stage until after pre-qualification.

5. SUBMISSION OF TENDER DOCUMENTS
Completed tender document should be three (3) hard copies each (Marked Original & Copies for both Technical Financial Bids of each lot which should be in two separate sealed envelope clearly marked at the top right corner of each envelope stating the title of the project i.e. TECHNICAL BIDS FOR LOT 1″& FINANCIAL BIDS FOR LOT 1 and the Reserve side the name of the company should be boldly written. Both envelopes shall then be put in a large envelope clearly marked at the top right corner stating the title of the project and addressed to the Director Chief Executive,S Metallurgical Training Institute, km 6/7 Onitsha – Owerri Road, Onitsha and deposited in the box provided at the Procurement Department of the Institute, Room 6 not later than 12:00 noon on Monday, 2 December, 2019. Late application will be returned unopened. Please make sure you sign id submission Register at Procurement office.

6. EXPRESSION OF INTEREST LOT 4
All EOI ( 1 ORIGINAL AND 2 DUPLICATE) neatly packed in a sealed envelope, stating Expression of Interest, shall be submitted on or before the dosing date of Monday, 4 November, 2019 at 12.00pm at the PROCUREMENT DEPARTMENT, ROOM 6. Submission on the above stated last day should be done before 12pm. All EoI Shall be opened immediately after the bid closing time of 12.00noon of Monday 4th November 2019 at the Institute Board Room, Km 6/7, Onitsha/Owerri Road, Onitsha, In the presence of bidders or their representatives, relevant Professional Bodies and Non-Governmental Organizations. Qualified companies will be invited at a later date for collection of Request for Proposals. Late submission will be returned unopened.

7. OPENING OF TECHNICAL BIDS AND EOI DOCUMENTS:
Opening of technical bids will be in the Institute’s Board Room at 12:00noon Monday, 2 December, 2019 in the presence of Bidder’s Company Representative and Members of the Public including relevant Professional Bodies, Civil Society and Non-Governmental Organizations. The above listed organizations are hereby invited to witness the public opening. Only pre-qualified bidders will be invited at a later date for financial bid opening while financial bids of unsuccessful bidders will be returned un-opened. EOI will be opened immediately after the deadline for submission at 12.00noon of Monday 4th November, 2019

8. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorised by the bidder
b. Bids submitted after the deadline for submission would be returned un-opened
c. Bidders should not bid for more than two (2) Lots
d. All cost will be borne by the bidders
e. Metallurgical Training Institute, Onitsha reserved the right to verify claims made in the returned tender documents
f. Only pre-qualified bidders at technical evaluation will be contacted at a later date for financial bids opening while financial bids of unsuccessful bidders will be returned un-opened;
g. The Metallurgical Training Institute is not bound to pre-qualify early bidders and reserves the right to annul the Procurement Process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007
