INVITATION TO TENDER/EXPRESSION OF INTEREST

1. INTRODUCTION
1.1. The Upper Benue Basin Development Authority (UBRBDA), a Parastatal of The Federal Ministry of Water Resources in furtherance to its statutory mandate intends to undertake the Procurement of various Works, Goods and Services under the 2019 Capital Appropriation and in accordance with Extant Provision of Section 25 of the Public Procurement Act, 2007.
1.2. The Authority, therefore, invites all experience and competent Contractors, Suppliers and Consultants/Service Providers with relevant experience to tender for the following projects

2.0 SCOPEOFWORK/SUPPLIES
The Scope of Works/Supply Service for the projects earmarked for execution be categorized as follows.

CATEGORY A-(WORKS)
Interested Contractors are invited to submit Technical and Financial Bids for the following Projects

CATEGORY B-(GOODS

Interested Contractors/Suppliers are invited to submit Technical and Financial Bids for the following Projects

2. ELIGIBILITY REQUIREMENTS
Interested and competent Contractors and Supplies willing to carry out any of the Projects under the above two categories are required to submit the following documents in their Technical Bids:
i. Evidence of Certificate of Incorporation with Corporate Affairs Commission (CAC) including Forms CAC2 and Form CAC7 2019
ii. Company Income Tax Clearance Certificate for the law three years 2016,2017&2018 valid till 31st December 2019
iii. Evidence of current Pension Compliance Certificate valid till 31st December 2019
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2019
v. Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate (2019) valid till 31st December
vi. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of the Interim Registration Repost (IRR) Expiring on 31 January 2020 or Valid Certificate issued by BPP:
vii. Sworn Affidavit disclosing whether or not any officer of the relevant Committees of the Federal Ministry of Water Resources of the Bureau of Public Procurement is a former or present Directors, Shareholder or has any pecuniary Interest in the bidder and to that all information presented in its bid are true and correct in all particulars
viii. Company’s Audited Accounts for the last three (3) years 2016,2017&2018 :
ix. Evidence of Financial Capability to Execute the Project by submission of Reference Letter from a reputable commercial Bank indicating willingness to provide credit facility for the execution of the project when needed
x. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional Qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.)
xi. Verifiable documentary evidence of at least three (3)similar jobs executed in the last five (5) years including Letters of Award Valuation Certificates, Job Completion Certificates and Photographs of the Projects
xii. List of Plants/Equipment with proof of ownership/lease (where applicable);
xiii. For Supply of Equipment: Letter of Authorisation from Original Equipment Manufacturers (OEMS) Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & sworn Affidavit is compulsory for each JV partner
xiv. All documents for submission must be transmitted with a covering/forwarding letter under the company/firm’s letter headed paper bearing amongst others, the Registration Number(RC) as issued by the Corporate Affairs Commission (CAC) contact address, telephone number (preferably GSM No.) and e-mail address. The letter headed banners must bear themes and nationalities of the Directors of the Companies at the bottoms of the page duly signed by the authorized officer of the firm
NOTE: that all documents/information required must be paginated, submitted in the Sequence/order as listed above

3. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from

On evidence of payment of a non-refundable fee of N10,000.00 per Lot paid into the Upper Benue River Basin Development
Authority, Yola’s Remita account many reputable commercial bank in Nigeria

4. SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit bid for each of the lot desired, two (2) hard copies such of the
Technical and financial bids with softcopy of financial bid only in MS Excel format packaged separately in sealed envelopes and clearly marked as Technical Bid or financial Bid. Thereafter put the two sealed envelopes together in a bid sealed envelope addressed to the Managing Director, Upper Benue River Basin Development Authority, Mbamba Furore Read. Yola Adamawa State and clearly marked with the Name of the Project and the Lot number. Furthermore, the reverse of each scaled envelope should bear the name and address of the bidder and should be deposited in the Tender Box at the address above, not later than 12:00noon on Monday, 25th November, 2019.

5. OPENING OF BIDS DOCUMENTS
Technical Bids will be opened immediately after the deadline for the submission 12:00 noon on Monday, 25th November 2019 at the Authority’s Conference Hall in the presence of Bidders or their representatives, while the Financial Bids will be kept unopened.

Please ensure that you sign the Bid Submission Register at the address stated in 40 above, ns the Authority will not be held liable for misplaced or wrongly submitted bids.

6. GENERATION FORMATION
i. Bids must be in English Language and signed by an official authorized by the bidder
ii. Bid Submission must be submitted unopened
iii. Bidders should not bid for more than two (2)Lots
iv. Only the Pre-qualified Bidders will be contacted at a later date for Financial Bid Opening while Financial Bids of unsuccessful bidders will be returned unopened;
v. All costs will be borne by the bidders as the Authority will not be held responsible for any cost or expenses incurred by any interested party (ies) in connection with any response to this invitation;
vi. Non-Compliance with the conditions stated herein will lead to automatic disqualification of the bidder from the bidding process and the Authority will only be dealing with company representatives identified by valid company Identity Card/Authority letter which sign by the Director of the Company
vii. The Upper Benue River Basin Development Authority is not bound to Pre-qualify any bidder and reserves the right to annul the procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
