KWARA STATE MINISTRY OF EDUCATION AND HUMAN CAPITAL DEVELOPMENT ILORIN
INVITATION FOR TECHNICAL AND FINANCIAL BID FOR THE EXECUTION OF 2019 APPROPRIATION
Kwara State Government has allocated funds to the Ministry of Education and Human Capital Development, Ilorin for renovation of classrooms in schools across all the 16 LGA of the State. Accordingly the Ministry wishes to invite interested, competent and reputable Contractors/Companies to tender for the Procurement of the Projects described below:

B. BIDDING CRITERIA:
All interested, capable and competent contractors are required to submit the following document:
(a) Evidence of registration with Corporate Affairs Commission (CAC)
(b) Evidence of registration with State Ministry of Works
(c) Evidence of registration with State Ministry of Education and Human Capital Development.
(d) Evidence of Tax Clearance Certificate for the last three (3) years
(e) List of plants/ machineries and equipments with evidence of ownership/lease
(f) List and type of personnel working for the company with copies of their qualifying certificates.
(g) Evidence of financial capability to handle the project from a reputable bank.
(h) Unabridged Company Audited report for the immediate past (3) years.
(i) List of at least three (3) verifiable similar projects completed/ongoing within the last (6) years with completion certificate and/or award letters.
(j) Letter of consent to allow for verification of all documents submitted
(k) For joint venture/partnership, Memorandum of understanding (MOU) should be provided (all the eligibility requirement are compulsory for each JV Partner)
(l) All envelopes must be properly addressed and sealed, any envelope not properly addressed including list number and project titles will be rejected/disqualified.
(m) All submissions must be brief containing only items listed above.
(n) Bidders are only allowed to bid for not more than 2lots from all the packages
C. COLLECTION OF TENDER DOCUMENT
Tender document should be collected from the office of the Tender Secretary, Ministry of Education and Human Capital Development, upon presentation of evidence of non-refundable tender fee per lot(s) paid to the Ministry.
D. SUBMISSION/OPENING OF DOCUMENT
Two copies of Technical and Financial bids must be in separate envelopes and clearly marked appropriately enclosed in a sealed large envelope, clearly marked with the name of the tender and addressed to the Permanent Secretary MOE&HCD Ilorin.
Submission should be made on or before 12noon, Two weeks from the date of this Publication (22 November, 2019). Technical Bid opening shall be earned out immediately at 12 noon on the same day at the Ministry of Education and Human Capital Development, Headquarter, Conference Room.
Interested applicants are to note that:
(i) Nothing in this advertisement shall be construed to be a commitment on the part of the MOEHCD.
(ii) The MOEHCD reserves the right to reject any/ or all bidding packages.
(iii) The MOEHCD is neither committed nor obliged to shortlist any contractor.
(iv) Only pre-qualified bidders will be invited for financial bid opening at a later date.
