INVITATION TO TENDER FOR 2019 CAPITAL PROJECTS
1. INTRODUCTION
The News Agency of Nigeria, (NAN), intends to undertake the procurement of projects approved under the 2019 Appropriation Act and hereby invites interested, competent, and eligible contractors for the execution of the following projects:
LOT DESCRIPTION OF ITEMS
1 Supply of Office Furniture/Fittings in NAN, Abuja.
2 Supply of Office Furniture for the Board Secretary’s Office, Abuja.
3 Supply of Office Furniture/UPS/Stabilizers in NAN, Abuja.
4 Supply of Network Security Servers in NAN, Abuja.
5 Construction of Collapsed Wing of Block E and Facelift of other Office Blocks in NAN, Lagos Office
2. ELIGIBILITY REQUIREMENTS
All prospective bidders are required to submit the following verifiable documents:
i. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
ii. Evidence of Company Income Tax Clearance Certificate for the last three (3) years valid till 31st December, 2019;
iii. Evidence of current Pension Compliance Certificate valid till 31st December, 2019;
iv. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
v. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019;
vi. Evidence of Registration on the National Database of Federal Contractors Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/1/2020 or valid Certificate issued by BPP
vii. Sworn Affidavit:
– disclosing whether or not any officer of the relevant committees of the News Agency of Nigeria or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary Interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
– That the company is not in receivership;
– That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence such as fraud or financial impropriety;
viii. Company’s Audited Accounts for the last three (3) years – 2016, 2017 & 2018
ix. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
x. Verifiable documentary evidence of at least three (3) similar jobs executed in the last three (3) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
xi. List of Plants/Equipment with proof of Ownership/Lease (where applicable);
xii. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and email address The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm;
3. COLLECTION OF TENDER DOCUMENTS:
Tender documents for Goods and Works are to be obtained from the Procurement Unit of the Agency on 3″ Floor, Room 207, News Agency of Nigeria (NAN) Headquarters, Abuja on presentation of a copy of the original Treasury Receipts of non-refundable Tender fee of N10, 000.00 per Lot paid into NAN TSA A/C No: 0020092461018.
4. SUBMISSION OF TENDERS
Interested contractors must submit two (2) copies, one original and one duplicate of Technical and Financial bids in separate envelope enclosed in a bigger envelope indicating the Lot and title of the project at the left hand corner of the envelope addressed to: The Managing Director, News Agency of Nigeria, NAN House, Independence Avenue, Central Business District, Abuja. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box on the 3 Floor, Room 207, News Agency of Nigeria (NAN) Headquarters, Abuja not later than 12:00 noon on Monday, 16th December, 2019
5. OPENING OF BID
The technical bids will be opened immediately after the deadline for submission at 12.00 noon on Monday, 16th December, 2019.
6. NOTES
a. This advert shall not be construed to be a commitment from the Agency, nor shall it entail any bidder to make any claim(s) whatsoever and seek indemnity from NAN by virtue of that bidder having responded to this advertisement.
b. Technical and Financial bids enclosed in one and same single envelope that will expose the Technical and Financial bids at the same time of opening shall be disqualified.
c. Submissions that do not meet up with the requirements specified above shall be disqualified.
d. Only qualified bidders will be invited at a later date for financial bid opening, while financial bids of unsuccessful bidders will be returned unopened
e. The Agency reserves the right to cancel the bidding process at any stage in public interest in line with the provision of Section 28 of the Public Procurement Act, 2007
