(LEASE) SALE OF NIGERIAN COAL CORPORATION (NCC)
RESIDENTIAL HOUSES/LAND IN ENUGU AND KOGI STATES TO THE GENERAL PUBLIC
INVITATION TO BID
1. In continuation and in line with the Privatization Programme of the Federal Government of Nigeria (FGN), through the National Council on Privatization (NCP) and the Bureau of Public Enterprises (BPE) as its Secretariat, interested members of the general public (individuals and corporate organizations) and Ex-staff of NCC/ occupier(s) of NCC assets are hereby invited to bid for the under-listed Nigerian Coal Corporation (NCC) residential houses/lands in Enugu and Kogi States that will be sold through a competitive bidding process. There are 685 houses/lands of different types and located at different places as shown in the table below: (Aschedule of the houses/lands is hereby attached).

CONDITIONS OF SALE:
2. Bidding forms are to be download from the following websites – www.chizeaandco.com/ www.bpe.gov.ng or collected from the under listed addresses:
a. CA. Chizea & Co. 2, Isaac John Street, GRA, Ikeja, Lagos. OR 29, Okpara Avenue, Enugu.
3. The guidelines issued hereunder are applicable to the sales of assets/land to the ex-staff of NCC and the general public.
4. There is a reserved price for each asset/land below which the assets/land would not be sold.
5. The assets and will be sold on “as is” where is” basis through competitive bidding at price not below the reserved prices
6. Interested parties cannot bid for more than one property.
7. The Ex-staff of NCC occupier’s) who failed to pay for the houses they occupied are to:
a) To collect application form or submit download form at the cost of N10, 000.00 to BPE CBN/TSA0020073341028.
b) To be offered the highest bid price (where bid is equal to, or above the reserved price) to exercise right of first refusal. The said right to purchase is neither transferrable, assignable nor alienable in any way or form
c) If the Ex-staff/ occupier fail to exercise the right of first refusal, the highest bidder will be allowed to complete the transaction as envisaged.
8. Members of the General Public:
a) To collect application form or submit download form at the cost of N20,000.00 to BPE CBN/TSA0020073341028.

9. Each bidder must submit completed bidding forms with:
a) A refundable bank draft payment equal 10% of the bid value in favour of Bureau of Public Enterprises (Privatization Proceeds Account).
b) Copy of past 3 years tax clearance certificate (for individual and corporate).
c) Copy of Certificate of Incorporation (for corporate bidders).
d) Ex-staff to submit the application form with the information at the back the bid form.
OPENING OF BIDS:
10. Submission/Acceptance of bids will close at 5.00p.m. on 13th January, 2020
11. There will be public bids opening from 14th January, 2020 to 20th January, 2020, at the Modotel Opposite Enugu Sport Club, No. 2 Club Road, G.R.A, Enugu from 9.00am each day as shown in the table below:

12. The bidder with the highest bid (which must be equal to or above the reserve price shall be declared the reserved bidder, and will be allowed to complete the transaction if the occupier of the house fails to exercise the right of refusal within the schedule time of payment
13. The highest/ preferred bidder is expected to pay 25% of the bid value within 10 days
14. The balance of 65% is expected to be paid 50 days from the initial payment
15. The buyer will also pay 10% of the winning bid price as Transaction/Administrative Costco C.A Chizea & Co.
16. Strict compliance with the prescribed, development control standards must be adhered to by all buyers and no additional structures or changes shall be affected without the approval appropriate authorities.
17. The Consultant (CA Chizea & Co.) shall not enter into correspondence with bidders on account of unsuccessful bids.
OTHER CONDITIONS OF SALE
18. An applicant shall be entitled to purchase only one house those who have earlier purchased houses belonging to the Nigerian Coal Corporation in either Enugu or Kogi States will be excluded from this exercise.
19. All bids without a bank draft and disqualified.
20. Each Purchaser Shall be given a duly executed Deed of Assignment after the submission of its Deed Survey Plan) from Office of the Surveyor-General of the Federation on full payment the consideration.
SUBMISSION
21. COMPLETED BID DOCUMENTS ARE TO BE ENCLOSED IN AN ENVELOPE CLEARLY MARKED BID FOR (name of property and location ON TOP OF THE RIGHT HAND CORNER OF THE ENVELOPE AND ADDRESSED TO C.A.CHIZEA & CO, SUBMITTED AT THE ADDRESS BELOW:
