GENERAL PROCUREMENT NOTICE / REGISTRATION AS SERVICE PROVIDER FOR YEAR 2020 PROCUREMENT ACTIVITIES
1.0 INTRODUCTION
NIRSAL PLC is a Public Limited Company incorporated under the Companies and Allied Matters Act (CAMA) as a licensed Non-Financial Institution. NIRSAL PLC is saddled with the mandate of facilitating the flow of credit and investment to Agri-Business Value Chain players as well as de-risk agricultural lending in Nigeria. In pursuit of its mandate, the need exists to conduct the procurements of key inputs for its Programs and Projects across the Federal Republic of Nigeria.
2.0 OBJECTIVE
The purpose of this publication is to Request for Registration from individuals, private sector companies and other organizations desiring to render services to NIRSAL PLC and willing to be captured in the database of qualified service providers to the institution. Including the updating of expired statutory documents by existing vendors with evidence of Vendors Registration Status Report issued in 2019.
3.0 CATEGORIES OF SERVICES
The various services are listed in appendix 1 and they generally fall into the below listed categories:

4.0 ELIGIBILITY CRITERIA
This General Procurement Notice / Registration requires basic information of the service providers and must include the below listed Registration Documents. Only short-listed persons, firms or consortia shall be contacted to obtain “Invitation to Bid” or “Request for Proposal” Documents with a view to further participate in the 2020 procurement exercise:
(i) Evidence of incorporation of the company by the Corporate Affairs Commission (CAC)
(ii) Evidence of Registration with Relevant Professional Bodies
(iii) Evidence of Current Tax Clearance Certificate issued in 2019/2020.
(iv) Evidence of VAT Registration
(v) Company Audited Account for three years ending in 2019.
(vi) Evidence of Compliance with the Provision of the Pension Reform act 2004
(vii) Evidence of Compliance with Industrial Training Fund (ITF)
(viii) Evidence of Compliance with Nigeria Social Insurance Trust Fund (NSITF)
(ix) Evidence of at least 3 Similar Jobs executed in the last 3 years from 2017, including letters of award and completion certificates for the selected services.
(x) Detailed Resume for Individual Consultants.
(xi) Evidence of Registration with Agriculture Business Regulators such as National Agricultural Seed Council (NASC), etc- For Inputs Supply Company Only
(xii) Evidence of NASC Certification – For Seed Supply Company Only
5.0 SUBMISSION OF PREQUALIFICATION DOCUMENTS / REGISTRATION INFORMATION

• All attachments to be in PDF Format
• Registration opens from 10am, Sunday, December 01, 2019 to 4pm, Saturday, February 29, 2020.
6.0 SELECTION PROCESS & RESPONSE DEADLINE
NIRSAL PLC will review the submissions and recommend service providers for further participation. NIRSAL PLC reserves the right to disregard / disqualify any application that do not meet the guidelines and criteria in item 4 and 5 above.
