EXPRESSION OF INTEREST AS MAJOR REFUSE COLLECTORS (PSP) FOR IBADAN
Consequent upon the drawbacks observed in the current municipal waste collection and transportation from tenements, markets, motor parks, public buildings, etc. to designated disposal sites, the Oyo State Government has identified the need to review the waste management practice under a Public-Private Partnership arrangement in the State.
SPECIFICATION:
As part of the re-engineered sustainable waste management work plan, interested companies/refuse collectors are hereby invited to obtain application forms for registration/revalidation as Private Refuse Collectors in the management of Solid Waste through private sector participation in the following categories:
A. Tenement/Residential
B. Commercial Institutions
C. Industrial
ELIGIBILITY REQUIREMENTS:
i. Evidence of certificate of incorporation with Corporate Affairs Commission (CAC) including CAC2 and CAC7
ii. Evidence of Company’s Income Tax Clearance Certificate for the last three (03) years (if not new company).
iii. Evidence of Registration of Business premises with the Ministry of Trade and Investment, Oyo State.
iv. Company Profile with curriculum vitae of key management staff.
v. Interested corporate organization must be able to demonstrate the capacity required in collection and transportation for disposal of waste such as compactor trucks, RO-RO Trucks etc.
vi. Non-refundable application fee of N25,000 draft drawn in favour of Oyo State Government (MOE)
vii. Evidence of fulfillment of all its obligations to pay taxes, pensions and social security contributions (such as ITF);
viii. In form of an affidavit. that the bidder is not in receivership nor the subject of any such of insolvency or bankruptcy proceedings;
ix. In form of an affidavit, that the company doesn’t have any director who have been convicted in any country for fraud-related crime, financial impropriety, criminal misrepresentation or falsification of facts;
x. In form of an affidavit, disclosing whether or not any officer of the relevant committee of the procuring entity is a former or present director, shareholder or as pecuniary interest in the bidder;
xi. Evidence of registration with EHORECON (Environmental Health Officers Registration Council of Nigeria)
APPLICATION PROCEDURE
a. Obtain a non-refundable application form for category of interest in the following sum:
I. Domestic – N25,000
II. Commercial Institution N50,000
III. Industrial N100,000

Applications are to be submitted on or before 12 noon (local time) within 4 weeks from the date of this publication (i.e 04/02/2020) with the title “Private Refuse Contractor” indicating the category (e.g Domestic, Commercial or Industrial) on the right side of the envelope.
