INVITATION FOR PRE-QUALIFICATION AND TENDER FOR YEAR 2020 CAPITAL PROJECTS AND YEAR 2019 TERTIARY EDUCATION TRUST FUND (TETFUND) ZONAL INTERVENTION PROJECT
1.0 INTRODUCTION
The Federal College of Education (Special), Oyo, Oyo State intends to execute Year 2020 Capital Projects and Year 2019 TETFUND Zonal Intervention Projects to enhance teaching and learning towards realization of the set goals. In view of the above, the College is inviting interested, competent and reputable contractors to tender for the projects described below.
2.0 SCOPE OF WORKS/GOODS/SERVICES
A. PROJECTS TO BE EXECUTED UNDER YEAR 2020 CAPITAL PROJECTS:

3.0 ELIGIBILITY REQUIREMENTS
(a) Verifiable Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Forms CAC 2 & 7;
(b) Evidence of Tax Clearance Certificate for the last three years (2017, 2018, & 2019) valid till 31st December, 2020 corresponding to declared turnover.
( c) Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020
( d) Evidence of Pension Compliance Certificate valid till 31st December, 2020
( e) Verifiable Current Certificate of Interim Registration Report (IRR) issued by Bureau of Public Procurement (BPP) showing registration on the National Data base of contractors consultant and service providers valid till January 31, 2021.
(f) Verifiable Current NSITF Compliance Certificate valid till 31st December, 2020.
(g) A Sworn Affidavit
• disclosing whether or not any officer of the relevant committees of Federal College of Education (Special), Oyo, Oyo State or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bid and to confirm that all information presented in its bid are true and correct in all particulars
• that no director of the firm has been convicted by any court of law and the firm is non bankrupt or in receivership
(h) Current Company’s audited account duty stamped and signed by ANAN/ICAN Licensed Auditors for the last three years (2017, 2018, and 2019)
(i) Verifiable list of executed similar jobs at least three (3) in the last five years (i.e. letters of awards and certificates of practical job completion etc.)
(j) For Training services:
• Evidence of Firm’s registration with relevant professional body(ies); and
• Evidence of registration with Centre for Management Development (CMD)
(k) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed.
(l) A Comprehensive Company Profile to include at least three key personnel and their staff ID, with their Academic and professional Certificates.
(m) Evidence of ownership or lease agreement for relevant equipment, machines, tools and workshop (where applicable);
(n) For Joint Venture Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
( o) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company’s Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
Note:
Arrangement of the technical documents in hard and soft copies should follow the order in the list above and appropriately paged. The technical documents should have a table of content indicating the pages on which these items are to be found.
The tenderer should duly sign each page of the financial Bid or else the bid will be rejected
4.0 COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Tender documents are to be collected from the Directorate of Procurement between the hours of 10:00a m – 4:00pm daily, upon presentation of authenticated payment details of non-refundable tender fee of N10, 000.00 per Lot, paid into the F.C.E (Special). Oyo, Oyo State Remita account at any reputable commercial bank in Nigeria and teller converted to receipt at the cash office of the College Bursary Department.
5.0 SUBMISSIONS OF BID DOCUMENTS (GOODS & WORKS)
Both the Technical and Financial documents should be neatly bound and each sealed in a separate envelope marked at the top and labeled Technical or Financial Bid respectively and both packed into a bigger envelope showing the Company’s name, particulars and name of the project, and should be dropped into the tender box at the Provosts office of the College not later than 12:00 noon on Monday 20th April 2020. The completed package should be addressed to:

6.0 SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Interested firms are to submit two (2) bound of Expression of Interest (Eol) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as indicated above, and clearly marked with (the name of the project and the Lot number) Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box at the Provosts office of the College not later than 12:00 noon on Monday, 23 March.2020.
7.0 OPENING OF EOI DOCUMENTS AND TECHNICAL BIDS
The EOI documents and the technical bids will be opened immediately after the deadlines for submission at 12:00 noon on Monday, 23 March, 2020 and 12:00 noon on Monday, 20 April, 2020 respectively, at the New Council Chamber of Federal College of Education (Special), Oyo, Oyo State
8.0 PLEASE NOTE:
(i) Compliance certificates may be referred to the respective issuing authority for verification and authentication.
(ii) Any Technical and Financial bids enclosed m a single envelope and that is not sealed at time of opening shall be disqualified
(iii) Incorrect address or labeling of submitted bids shall be rejected
(iv) Late submission will be returned un-opened
(v) This advertisement of invitation of tender shall not be construed as a commitment on the part of Federal College of Education College of Education (Special), Oyo, Oyo State nor shall it entitle any company to make any claim whatsoever or compensation having responded to this advertisement
(vi) All expenses incurred in preparing the documents associated with this exercise shall be borne solely by the prospective company.
(vii) Goods & Works. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening while the financial bids of un-successful bidders will be returned un-opened.
(viii) Services: Only shortlisted firms will be contacted at a later date for collection of Request for Proposals:
(ix) All submission must be made in English Language.
(x) Failure to comply with the instruction (s) above will result to invalidation of such tender.
(xi) The college is not bound to award more than one contract to the same contractor and reserves the right to annul the procurement process at any stage without incurring any liabilities in accordance with section 28 of the Public Procurement Act (PPA) 2007
