REQUEST FOR EXPRESSIONS OF INTEREST
PREPARATION OF SOLID WASTE MANAGEMENT MASTER PLAN FOR IBADAN METROPOLIS
1.0 BACKGROUND
Ibadan, the capital city of Oyo State and the third largest metropolitan area in Nigeria, after Lagos and Kano, is highly exposed to flooding. The city has a population of around 6 million and a growth rate of 3.4%. It is the largest metropolitan geographical area in West Africa (1,190 sq mi or 3,080 km2) with a highly built up and dense population.
Ibadan’s municipal solid waste services have been often defined only in terms of “cleanliness”, with the main focus on waste collection and limited attention and resource allocation to waste disposal. There are currently 4 open dumpsites (Ajakanga, Lapite, Awotan and Aba-Eku) and the current disposal practices are neither safe for individuals nor for the environment. This has led to significant grave health, environmental, economic and social impacts. Collection and transportation of solid waste is operated by Governments and local private operators actively pursuing business in the City.
The current Municipal Solid Waste Management (MSWM) System leaves a large waste recycling potential untapped. Approximately 22.98 percent of the City’s MSW stream (excluding construction demolition waste) is biodegradable, while 77.02 percent is composed of non-biodegradable items. The assessment of the current situation in the city revealed that MSW recycling is still at an early stage. In addition, it relates to the preparation of plans for a quick win intervention in waste management that will include the establishment of two (2) new Sanitary Landfills, and five (5) Transfer Loading Stations, as well as collection strategies.
The Project Development Objective is to improve the capacity of Oyo State to effectively manage flood risk in the city of Ibadan. The project was designed to keep a good balance between urgent post disaster needs (dredging, reconstruction of bridges, roads, etc.) and medium-to-long term needs (institutional support, upgrading existing and building new infrastructure to upgrade services and mitigate future risks).
2.0 OBJECTIVES OF THE CONSULTANCY ASSIGNMENT
The overall objective of the Ibadan MSW master plan is to assist the city of Ibadan to:
(i) Define the strategic objectives and quantifiable targets for MSW sector;
(ii) Identify and evaluate options and alternatives to modernize the existing MSWM systems;
(iii) Prepare an action plan to achieve such objectives and targets which will include estimating costs, tools and means for short, medium, and long-term implementation and timing for investments;
(iv) Define monitoring and evaluation modalities for the implementation of such master plan; and
(v) Build needed institutional capacity to manage and implement recommendations for the quick win intervention in waste management delivered in the first month of the assignment.
The master plan must anticipate the future of MSWM needs and provide national and municipal decision makers with the adequate options and management tools to ensure the establishment in Ibadan of a modern, integrated and sustainable MSWM system addressing all the sector management needs by 2026.
The Master Plan will integrate the outcome of the Public Private Advisory Facility (PPIAF) funded “Private Sector Participation in Solid Waste Management in Ibadan City” technical assistance, that identified gaps and design action plan for private sector participation in the SWM sector in Ibadan.
3.0 SCOPE OF SERVICE
The scope of the assignment are but not limited to the following:
(1) Carry out an overview of the existing situation and the performance of the current systems as well as the identification of Ibadan needs for further development of sustainable and modern integrated MSWM system.
(2) Proposes/define a set of strategic objectives to improve and sustain the MSWM system
(3) Proposes a MSW master plan, which will specify physical and technological planning as well as suggestions on regulatory and management improvement.
(4) Design and implement a Capacity Building Program and hands-on Technical Support, to help local and state authorities as well as respective agencies to kick-start the transformation process.
