Michael Okpara University of Agriculture, Umudike (MOUAU) wished to execute projects under the year 2019 TETFund Zonal Intervention 2019T/FX43 Projects; Consequently and in accordance with Bureau of Public Procurement Act Stipulations, Michael Okpara University of Agriculture, Umudike (MOUAU) invites reputable contractors to tender for the implementation of the underlisted Year 2019 TETFund Zonal Intervention 2019T/FX43 Projects.

ELIGIBILITY REQUIREMENT
(a) Evidence of Registration with Corporate Affairs Commission (CAC) including form CAC2 and CAC7 or CAC 1.1
(b) Evidence of Tax Clearance Certificate for the last three years valid till December 2020 with minimum average annual turnover of N5 million.
( c) Evidence of current Pension Compliance Certificate expiring on 31st December, 2020
(d) Evidence of current industrial Training Fund (ITF) Compliance Certificate expiring on 31st December, 2020
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) expiring on 31st December, 2020.
( f) Evidence of Registration on the National Database of federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30/06/2020 or valid certificate issues by BPP
( g) Evidence of Sworn Affidavit disclosing or not any officer of the relevant committees of Michael Okpara University of Agriculture Umudike or the Bureau of Public Procurement os a former or a presnt Director, shareholder or has any pecuniary interest in the bidder and to confirm that all presented in its bid are true and correct in all particulars
( h) Company Audited Account for the last three (3) years 2017, 2018 & 2019
( i) Evidence of Financial capability to execute the project by submission of a reference letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the project when needed.
(j) Company’s profile with Curriculum Vitae of key staff to be deployed for the project, including copies of their professional qualifications.
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Authorisation as representatives of Original Equipment Manufacturer (OEMs)
(l) Letter of Authorization as representatives of Original Equipment Manufacturer (OEMs)
(m) For joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance certificate , IRR & Sworn Affidavit are compulsory for each JV partner)
(n) All documents for submission must be transmitted with a covering/forwarding letter under the company/firms letter head bearing amongst others the registration Number (RC) as issued by the Corporate Affairs headed paper must bear the Names and nationalities of the Directors of the Company at the bottom of the page duly signed by the authorized officer of the form.
3. COLLECTION OF TENDER DOCUMENTS
Financial Bid documents can be collected at the office of the Director Physical Planning, Michael Okpara University of Agriculture Umudike during working days 11:00am – 3:00pm on presentation of evidence of payment of non-refundable tender fee of N10,000.00 per Lot made payable to MOUAU Remita account in any reputable commercial bank in Nigeria.
4. METHOD OF PACKAGING OF PRE-QUALIFICATION/FINANCIAL BID DOCUMENTS
Interested Contractors are required to prepare and submit their Pre-qualification/Financial Bid Documents in sealed separate envelope. To be clearly written at the top right hand corner of each envelope are: the project Title, Lot Number, Contractor’s Name and “Technical Bid” or Financial Bids’ as the case may be . Both envelopes shall be enclosed in a bigger envelope with the inscription at the top right hand corner of the envelope 2019 TETFund 2014, Alex Ekueme Building, Michael Okpara University of Agriculture, Umudike and shall be dropped in a marked box at the Office of the Registrar not later than 12:00 noon on Monday, 4 May 2020.
5. SUBMISSION OF BIDS DOCUMENTS
The Technical bids will be opened immediately after the deadline for submission at 12:00 noon on Monday, 4 May 2020. In the presence of the representatives of the bidding companies and the general public who wish to attend.
6. GENERAL INFORMATION
(i) Interested bidders may obtain further information from the Procurement Unit of MOUAU, and/or Director Physical Planning.
(ii) Failure to satisfactorily fulfill these conditions as requested above shall result to invalidation of such bid.
(iii) MOUAU shall reserve the rights to verify the authenticity of claims made by the bidder and reject any submission based on unverifiable information.
(iv) Submission of bids by post or courier will not be acceptable and any bid received at the designated location after the required time and date have elapsed shall be considered later and non-responsive.
(v) Only prequalified bidders will be invited at a later date for financial bids opening while financial bid of unsuccessful bidders will be returned un-opened;
(vi) This advertisement is published for information purposed only an shall not be considered as a commitment or obligation on the part of the University to award contract.
(vii) The University is not bound to pre-qualify any bidder and reserves the right to annul the bidding process without incurring any liability and/or assign any reason thereof.
(viii) MOUAU will not be responsible for any cost incurred by any interested party in connection with any respond to any inquiry nor shall it entitle any party submitting documents to cliam any indemnity from the niversoty
(ix) No Bidder should tender for more than two (2) Lots. Any such entry stands disqualified
