INVITATION FOR BIDS (IFB)
CONSTRUCTION OF AN ULTRA-MODERN SECRETARIAT/OFFICE COMPLEX FOR OYO STATE LOCAL GOVERNMENT SERVICE COMMISSION AND LOCAL GOVERNMENT STAFF PENSION BOARD
1. The Oyo State Local Government Service Commission, having secured fund from Local Government in the State in line with its (Commission) budgetary allocation, intends to apply part of the proceeds for the Construction of an Ultra-Modern Secretariat /Office Complex for the Local Government Service Commission and Local Government Staff Person Board, and 8,300-Seater Auditorium and Local Government Staff Training School.
2. The Oyo State Local Government Service Commission now invites sealed bids from interested eligible and qualified bidders for:

Interested Bidders can bid for one or more lots.
3. Bidding will be conducted through the National Competitive Bidding (NCB) procedure as specified it the Oyo State Public Procurement Guidelines for works and are open to all eligible bidders defined in the guideline.
4. Interested eligible bidders may obtain further information from Oyo State Local Government Services commission Permanent Secretary, E-mail Address oylgsc@gmail.com and inspect the Bidding Documents at the address given below.

5. QUALIFICATION REQUIREMENTS/ELIGIBILITY CRITERIA
Interested and competent Contractors wishing to carry and the project(s) described above will be required in submit the following documents.
(1) Evidence of Registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate Incorporation and Articles of Association
(2) Company Tax Clearance Certificate for the past three (3) years (2017-2019).
(3) Possession of experience as a Prime Contractor in at least (2) projects of similar nature and complexity with verifiable letters of contract award and certificates of job completion within the last Five(5) years.
(4) Detailed company profile and organization structure including name and telephone number of key personnel (Technical Managerial)
(5) Evidence of Financial Capability (Reference Letter from a reputable bank).
(6) Copies of VAT Registration with TIN number and evidences of VAT remittance for the last 3 years (2017-2019).
(7) Company’s Audited Accounts for the last three years (2017-2019).
(8) Evidence of 3 years Development Levy for two Directors.
(9) Evidence of registration with Oyo State Bureau of Public Procurement (BPP)
6. IMPORTANT INFORMATION
(i) Additional details are provided in the Bidding Documents.
(ii) All claims must be adequately substantiated with documents and must be verifiable.
(iii) Oyo State Local Government Service Commission shall deal directly with only the authorized officers of interested companies and not with their agents.
(iv) This bidding exercise shall not be construed as commitment on the part of Oyo State Local Government Service Commission to award the contract(s) to anyone of even award any contracts at all.
(v) Oyo State Local Government Service Commission will not be responsible for any cost of expenses incurred by any interested part (i.e.) in connection with site inspections or responses to the invitation.
(vi) Oyo State Local Government Service Commission reserves the right to annul the selection process at any time without incurring any liabilities and authoring any reason thereof.
(vii) Late submission will be rejected.
7. COLLECTION OF BIDDING DOCUMENTS
A complete Bidding Documents in English Language may be collected by interested bidders at the above address upon the submission of a written application to Oyo State Local Government Service Commission.
The Bidding Document may be collected by hand or sent by courier bidder’s expense, upon the presentation of evidence of payment a non-refundable tender fee of One Hundred Thousand Naira (N100,000) per lot.
The method of payment will be Bank Draft issued in favour of Oyo State Local Government Service Commission.
8. SUBMISSION OF BID DOCUMENTS
(i) One original copy and three (3) other copies of bids are to be delivered in a sealed envelope clearly marked with the project designed and addressed to Oyo State Local Government Service Commission at the address given above and delivered at the same address on or before 12:00noon, Friday, 22 May, 2020.
(2) And must be accompanied by a bid security (original) obtained from a reputable bank or insurance bond as indicated the table above.
9. BID OPENING
Bids will be opened in the presence of bidders designated representatives and anyone who choose to attend Friday, 22 May , 2020 at 12 noon at the Conference Room of Oyo State Local Government Service Commission, Secretarial Agodi, Ibadan.
