INVITATION FOR AN EXPRESSION OF INTEREST (EOI)

Background
The Cowrie Creek Estate Ikate, Lagos was developed by the NLNG Staff Cooperative Investment & Credit Society (NLNG Coop) for the purpose of collective development of residential estate over a 40 Hectare landmass with waterfront facilities, modem infrastructure and other central services (Shopping mall, security, playground, etc.). Infrastructure works are practically completed and estate now opened officially. There is a potential to embark on accelerated development scheme to further develop the estate and bring much desired financial value to the NLNG Cooperative and subscribers. The NLNG Coop hereby invites suitably qualified firms to submit an Expression of Interest (EOI) to develop segments of the estate following the guidance in this document.

Objective of accelerated development plan

  1. Bulk development of 20+ homes for the NLNG Coop members and other interested subscribers within the Cowrie Creek Estate
  2. Increase occupancy rate of the estate to 100+ homes by end of 2021
  3. Provide a convenient and sustainable project delivery vehicle for home ownership

Successful firms shall be required to design and build the houses and attendants on serviced plots in accordance with Cowrie Creek Estate specifications. Upon development of the homes, the successful companies will be paid by the NLNG Cooperative on milestone delivery basis. Location of Estate and delivery point is Ikate, Lekki, Lagos.

Work scope includes;
• Design and Build house units to Carcass level
• Design and build house units to fully finished level

Home development options
1. Five bedroom fully detached house service quarters on 800sqm land plot
2. Four-bedroom semi-detached apartments. service quarters on 800sqm

2. Project Management and assurance for the development project provided by the Coop

Vendor selection framework
The Developers for the housing developments will be procured through a competitive bidding, following a two-stage bid process: a Technical pre-qualification stage and a commercial proposal stage. A security deposit/bond may be required for each developer participating on the scheme based in Lagos. This stage is for expression of interest only.

Minimum qualification for developer and NLNG Cooperative Vendor Requirements

  1. Company profile
  2. Certificate of Incorporation / Registration of Business Name
  3. Corporate Affairs Commission Schedule of Directors form (CO7) and Statement of
  4. Allotment of Shares form (CO2) Where applicable
  5. Memorandum and Articles of Association Where applicable
  6. Current Tax Clearance Certificate
  7. VAT Registration Certificate
  8. Directors Signatures/Mandate
  9. Health, Safety, and Environment (HSE) Policies and Procedures
  10. Quality Assurance/ Quality Control (QA/QC) Policies and Procedures
  11. A Reference Letter from the company’s bank, reflecting Account name, NUBAN. account number and Sort Code
  12. Copy of agreement with original equipment manufacturers/technical partners. Where applicable
  13. Evidence of completed development of at least 25 homes together in prime areas (Lagos /PHC/ Abuja)
  14. Existing real estate vendors with NLNG Coop is an added advantage
  15. Provision of Advance Payment Guarantee on successful selection
  16. Experience and competence of Company Technical Team

Proposal submission
Soft copy proposals detailing items 1 to 16 qualifications stated above must be delivered to NLNG Coop with supporting documents via a passworded drive link to: Coop.Bids@nlng.com ONLY on or before Wednesday, 1st July 2020. Password will be submitted on a separate email on 2nd July 2020. The submission must be titled as “CCE ACCELERATED HOUSING PROJECT DEVELOPMENT (CCE/NLNG-COOP/01/20”
