INVITATION FOR PREQUALIFICATION FOR 2019 UBEC/SUBEB PROJECTS
1. INTRODUCTION
Edo State Universal Basic Education Board on behalf of Edo State Government from its approved Budget for the fiscal year is desirous of carrying out construction and renovation of primary schools under the UBEC / SUBEB Projects and it intends to apply part of the Budget for the payment of the contract.
Consequently, State Universal Basic Education Board (SUBEB) now invites sealed Technical bids from eligible bidders who wish to be pre-qualified for the project.
2. PROJECT SCOPE:
The scope of the project includes the following:
1. Construction of Public Primary Schools across the State
2. Renovation of existing Public Primary School structures across the State
3. Provision of water supply and toilet facilities in Public Primary Schools across the State
4. Supply of 3-seater desk including ECCDE furniture to Public Primary Schools across the State.
3. ELIGIBILITY REQUIREMENT
Interested bidders are to submit a detailed profile which should contain the following:
(a) Certificate of Incorporation/Registration with Corporate Affairs Commission (CAC)
(b) Evidence of registration with Edo State Public Procurement Agency.
(c) Evidence of payment of tax by the company and 2(two) directors or proprietor(s) of the Company for the immediate past 3years (i.e. 2017, 2018,2019)
(d) Company’s audited financial account indicating turnover) and funding information over the past 3 years endorsed by a firm of chartered accountants.
(e) Company profile which should include:
I. Names of current directors as registered with CAC
II. Names, qualification and experience of key personnel and copies of their professional certificates.
(f) Documentary Evidence of previous/similar works done in the past 3 years showing:
i. Letter of award of contract
ii. Certificate of completion.
(g) A Sworn affidavit indicating that:
i. None of the Directors of the Company has been convicted in any court for any criminal offence including fraud and financial impropriety.
ii. The Company is not in receivership, insolvent or bankrupt.
iii. No officer of EDO SUBEB is a former or present Director, shareholder or has any pecuniary interest in the company.
(h) Bank Reference or Statement of account for the last 12 months (Jan 2019-Dec 2019)
4. SUBMISSION OF PRE-QUALIFICATION DOCUMENTS.
Bids shall be submitted in a sealed envelope, addressed to the Executive Chairman, State Universal Basic Education Board (SUBEB) and marked boldly at the right hand corner “PRE-QUALIFICATION DOCUMENT” and to be submitted at the Procurement Office of the State Universal Basic Education Board (SUBEB), 9th Floor, Block D, Sapele Road, Benin City after it has been registered at same office. All bids are to be submitted on or before 12:00 noon, 10th July, 2020.
5. OPENING OF PRE-QUALIFICATION DOCUMENTS.
Pre-qualification documents shall be opened immediately after the close of Pre-qualification on 10th July, 2020.
6. NOTE:
I. Late submission will be rejected
II. Only shortlisted bidders would be invited to tender
III. This invitation for pre-qualification shall not be construed to be commitment on the part of the Board for contract award nor shall it entitle the tenderer to make any claims whatever and seek indemnity from the Board by virtue of having responded to this advertisement.
