INVITATION FOR PREQUALIFICATION/ EXPRESSION OF INTEREST FOR THE DESIGN, CONSTRUCTION AND INSTALLATION OF BULK GRAIN STORAGE FACILITIES (SILOS)
DEADLINE: 17TH AUGUST, 2020
1.0 INTRODUCTION:
The Edo State Government has received credit from the CBN under the auspices of the Commercial Agriculture credit scheme (CACS) towards the cost of implementing the Edo State Agripreneur Programme and it intends to apply part of the proceeds of the credit for eligible expenditure under this contract for the procurement of bulk grain storage facilities (silos) to stem post-harvest loss. The project will encompass the integration of the existing grain silo facilities in Auchi, Iguobazuwa, and Sabogida-Ora where feasible.
Consequently, the Edo State Ministry of Agriculture and Natural Resources on behalf of Edo State Government now invites sealed technical bid from eligible bidders who wish to be shortlisted for the project
2.0 SCOPE OF THE PROJECT
The works to be carried out under this project would include the following:
(i) Detailed Engineering design of silo (Production of sketch drawings and designs of modern bulk grain storage facilities (silos) in the aforementioned locations with the integration of existing facilities where feasible, including equipment and buildings).
(ii) Preparation of Bill of Engineering Measurement and Evaluation (BEME).
(iii) Construction of silos.
(iv) Supply and installation of bulk grain storage facilities (silos)

3.0 ELIGIBILITY REQUIREMENT
Interested bidders are to submit a detailed company profile which should include the following:
(a) Certificate of incorporation/registration with cooperate Affairs Commission (CAC).
(b) Evidence of registration with Edo state Public Procurement Agency
(c) Evidence of payment of tax by the company and 2 (two) directors or proprietor(s) of the company for the immediate past 3 years (i e. 2017, 2018, 2019)
(d) Company’s audited financial account (indicating turnover) and funding information over the past 3 years endorsed by a firm of chartered accountants.
(e) Detailed company profile.
(f) Documentary Evidence of previous/similar works done in the past
(g) A sworn affidavit indicating that:
(i) None of the Directors of the Company has been convicted in any court for criminal offence including fraud and financial Impropriety.
(ii) The company is not in receivership, Insolvent or bankrupt.
(iii) That all Information presented in the bid is true and correct in all particulars and can be verified.
(h) Bank Reference or Statement of commitment to provide financial support if the bidder is awarded the contract.
4.0 MANDATORY REQUIREMENTS FOR SUBMISSION
(a) In addition to other relevant documents, bidders are required to visit the project sites and produce a proposed detailed sketch drawings and designs.
(b) All attached drawings and designs of the storage equipment duly produced by bidders must have minimum conformity with the following specifications.
5.0 SUBMISSION OF PREQUALIFICATION/EXPRESSION OF INTEREST DOCUMENTS
Expression of Interest documents shall be submitted at the Permanent Secretary’s office of Ministry of Agriculture and Natural Resource on or before 12:00 noon 17 of August, 2020 in a sealed envelope, addressed to the Permanent Secretary, Ministry of Agriculture and Natural Resources and marked boldly at the right hand corner “Expression of Interest Document-Bulk Crain Silo”
6.0 OPENING OF PREQUALIFICATION/EXPRESSION OF INTEREST DOCUMENTS
Expression of Interest documents shall be opened immediately after the close of expression of interest on the 17 of August, 2020 at 12:00noon
7.0 NOTE:
(i) Late submission win be rejected
(ii) Only shortlisted bidders will be contacted
(iii) This invitation for expression of interest should not be construed to mean commitment on the pair of me Edo State Government for contract award
