INVITATION TO TENDER FOR 2020 CAPITAL PROJECTS

1. INTRODUCTION
The Federal Government of Nigeria has allocated funds FEDERAL GOVERNMENT COLLEGE, ENUGU, ENUGU STATE in the 2020 Appropriation Act for the execution of Policies, Programmes and projects towards achieving the mandate of the College. Accordingly, the College wishes to invite reputable contractor with relevant proven competence and experience to submit tenders for the execution of the following projects:

3. ELIGIBILITY REQUIREMENTS
Prospective Bidders must possess the underlisted requirements
i. Evidence of Certificate of incorporation issued by Corporate Affairs Commission (CAC including Form CAC2 and CAC7 (or CAC1.1)
ii. Evidence of Company Current Tax Clearance Certificate for the last three years (2017, 2018 and 2019) valid till 31st Dec. 2020 with a minimum average annual turnover of Twenty Million Naira (N20,000,000.00) for Lots W2 and W3
iii. Evidence of Current PENCOM Compliance Certificate valid till 31st Dec. 2020
iv. Evidence of Current Industrial Training Fund (ITF) Certificate valid till 31st Dec, 2020:
v. Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till Dec, 2020:
vi. Evidence of Registration on the National Database of Federal Contractors. Consultants and Suppliers by submission of Interim Registration Report(IRR)expiring on 31/12/2020 or valid Certificate issued by BPP
vii. Current Sworn Affidavit disclosing whether or not:
a. Any office of the relevant Committees of Federal Government College ENUGU or the Bureau of Public Procurement is a former or present Director shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars
b. The company in receivership insolvent or bankrupt, and
c. The company has any Director who has ever been convicted in any court in Nigeria or any other country for criminal offences in relation to or financial impropriety
viii. Evidence of Financial Capability to execute the job by submission of Reference Letter from a reputable Commercial Bank in Nigeria indicating witness to provide credit facility for the action of the project when needed
ix. Company’s Profile with the curriculum vitae of Key Staff to be deployed for the project, including copies of their Academic Professional qualifications (ARCON, COREN QSRBN, CORBON, etc):
x. Verifiable documentary evidence of at least (3) similar job(s) successfully executed in the last five (5) years including Letters of Awards Valuation Certificates android Job Completion Certificates and Photographs of the projects:
xi. List of Plants and Equipment with proof of ownership or lease agreement
xii. All documents for submission must be transmitted with a Covering Forwarding letter under the Company Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM NO) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm

4. COLLECTION OF BID DOCUMENTS
Interested and competent bidders are requested to collect Standard Bidding Document (SBD) from the Office 0f the Vice Principal Special Duties Federal Government College. Enugu, on evidence of payment of a non-refundable tender fee of N10,000.00 into Federal Government College, Enugu. Enugu Stakes Remita account in any commercial bank in Nigeria

5. SUBMISSION OF TENDER DOCUMENT
Prospective bidders are to submit to 12 hard copies each of the Technical and Financial bids only in MS Excel format bid for desired on IWO (2) separate envelopes, clearly marked Technical Bid Or Financial Bid The Two envelopes should be advised in one large envelope labelled with the project name at the top right hand comer and the company’s name being and addressed to:

The document should be deposited in the Tenders Box in the office of the Vice Principal (Special Duties), FGC, Enugu not later than 12.00 noon on Wednesday 19th August. 2020.

6. OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the deadline for submission at 12:00 noon on Wednesday 19th August 2020 at the College Multipurpose Hall in the presence of credible observers.

Please Note that:
i. Certificates may be referred to the respective issuing authorities for verification and authentication
ii. Contractors are not permitted to bid for more than one (1) lot Any bidder that violates this rule shall be disqualified, and only successful bidders will be invited for the next stage of the bidding process
iii. Technical and Financial Bids enclosed in one and same single envelope that will expose the Technical and Financial Bids at the same time of opening shall be disqualified
iv. Submission that does not meet up with the requirements specified above shall be rejected.
v. This advertisement is published for information purpose only and should not be construed as a commitment or obligation on the part of FGC. Enugu To award these contracts
vi. Late submission shall be returned unopened,
vii. Bid documents can also be collected in Soft copies and Bidders can submit through Post(Courier Services)
viii. All submission must be made only in English Language
ix. The Federal Government College. Enugu, Enugu State is not bound to consider any bid and reserves the right to reject all bids any time or cancel the procurement proceedings in the public interest
