INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR THE IMPLEMENTATION OF 2020 CAPITAL AND ZONAL INTERVENTION PROJECTS/PROGRAMMES AT FORESTRY RESEARCH INSTITUTE OF NIGERIA, IBADAN AND HER COLLEGES

1. PREAMBLE
The Forestry Research Institute of Nigeria and her Colleges wishes to undertake the procurement of works and goods under the 2020 capital and zonal intervention projects/programmes. In compliance with the Public Procurement Act 2007, FRIN and her Colleges hereby invites interested and competent contractors and suppliers for procurement and execution of the projects/programmes as follows:

2. SCOPE OF WORKS/SUPPLIES/SERVICES

3. ELIGIBILITY REQUIREMENTS
Interested and competent Contractors, Suppliers and Service providers are required to submit their technical bids containing the following: –
i. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission[CAC) including Forms CAC 2 and CAC7:
ii. Verifiable evidence of Company’s income Tax clearance certificate for the last three (3) years (2017-2019) expiring on 31st December, 2020 corresponding with declared annual turnovers;
iii. Company Audited Accounts for the last three (3) years (2017, 2018 & 2019)
iv. Company Profile which must include company’s name and address, names of technical professionals and key personnel including copies of their qualification certificates and resumes. (in case of construction, COREN, QSRBN, ARCON, CORBON etc)
v. Verifiable documentary evidence of at least three (3) similar jobs completed within the last five (5) years with letter of Awards Valuation /Practical Completion Certificates and photographs of the project
vi. vidence of financial capability to execute the project by submission of reference letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed.
vii. Evidence of current Pension Compliance Certificate valid till 31st December, 2020.
viii. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020,
ix. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020
x. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2020 or valid Certificate issued by BPP
xi. A current Sworn Affidavit disclosing:
– that the company is not bankrupt, none of her present nor past director has ever been convicted in any court of law,
– no officer or staff of FRIN/colleges or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
xii. List of plants/equipment with proof of Ownership/Lease (where applicable);
xiii. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page duly signed by the authorised officer of the firm.

4. COLLECTION OF FINANCIAL BIDDING DOCUMENTS ( WORKS AND GOODS)
Bidding documents will be available for collection by interested bidders at FRIN upon presentation of evidence of payment of N10,000.00 non-refundable tender fees per Lot paid into the Remita’s account of the procuring entity as shown in the table in paragraph 5.

5. SUBMISSION OF TECHNICAL AND FINANCIAL BID (WORKS AND GOODS)
Interested and qualified bidders are to submit One hard copy of the technical bid documents in a separate sealed envelope with inscriptionTechnical Bid for the project title and Two hard copies of the Financial Bidding documents (one original, one photocopy) in a separate sealed envelope with inscription “Financial Bid for the project title” while the two envelopes shall be sealed in a bigger envelope with inscription “Technical and Financial Bid for the project title shall be hand-delivered on or before 12:00 noon on Monday 17th August, 2020. 6. OPENING OF BIDS (WORKS AND GOODS)
Only the technical bids will be opened immediately after the deadline on Monday 17th August, 2020 at 12 noon. The technically successful bidders will be invited for the opening of their financial bids at a later date while the financial bids of the unsuccessful bidders will be returned unopened.

7. NOTE
a. Late submission of technical /financial bidding documents shall be returned unopened.
b. Submission of technical /financial bidding documents to the INSTITUTE is neither a commitment nor an obligation to award any contract to any contractor or supplier.
c. The advertisement for technical and financial bidding should not be construed as commitment on the part of FRIN / College Management, nor shall it entitle any contractor or supplier to make any claims whatsoever and or seeks any Indemnity from the Institute/Colleges
d. Bids opening will be in line with COVID 19 Guidelines:

f. The FRIN /College Management is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
