INVITATION TO TENDER FOR YEAR 2020 APPROPRIATION BIDS FOR THE MARITIME ACADEMY OF NIGERIA (TECHNICAL & FINANCIAL)
1. INTRODUCTION
The Maritime Academy of Academy of Nigeria in compliance with the Public Procurement Act 2007 hereby invites interested and credible companies with relevant proven competence and experiences to submit tenders (Technical and Financial Bids) for the execution of the under-listed projects

2. GENERAL ELIGIBILITY CRITERIA
I. Evidence of Certificate of Registration with Corporate Affairs Commission (CAC) /form CO2 and CO7
II. Company’s current Tax Clearance Certificate for the last three (3) years (2017, 2018, 2019) expiring 31st December 2020.
III. Evidence of Certificate of Compliance from PENCOM in accordance with the Pension Reform Act 2004 valid till December, 2020.
IV. Evidence of Certificate of Compliance with contribution to Nigeria Social Insurance Trust Fund (NSITF) valid till December 31, 2020
V. Evidence of Certificate of Compliance with Industrial Training Fund (ITF) valid till December 31, 2020.
VI. Evidence of Registration with the Categorization and classification in the Bureau of Public Procurement (Interim BPP certificate), valid till January 1, 2021.
VII. Company Profile stating registered office and functional contact address (including e-mail address and telephone number(s)).
VIII. Attach Affidavit that (1) none of the Directors of the company has been convicted in any court of Law for any criminal offence (2) that the company is not in receivership or subject of any form of insolvency or bankruptcy (3) Confirmation of all information presented in the bid are true and correct in all particulars (4) No staff or officer of the relevant committees of the Maritime Academy of Nigeria or Board Member is a former or present Director, Shareholder or has any pecuniary interest in the bidder.
IX. Evidence of Company’s financial capability with inclusion of:
a. Bank Reference letter/evidence of support from a reputable Bank (Please attached company’s statement of account for the last 6 months)
b. Company’s Audited Account for the last three (3) years (2017, 2018 and 2019) duly signed by ANAN/ICAN licensed Auditors.
X. List Of Plants/Equipment with proof of Ownership/Lease (where applicable)
XI. Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc).
XII. Verifiable documentary evidence of at least three (3) similar jobs executed in the last fi 5 years including Letter of the Award, Valuation Certificates, Job Completion Certificates and Photographs of Projects; xill. letter of authorization to sign Tender documents with Maritime Academy of Nigeria (properly executed power of Attorney or Board Resolution required) xiv. Evidence of non-refundable tender fee (Payment Receipt) of N10,000.00 Ten Thousand Naira)
3. COLLECTION OF TENDERS DOCUMENTS:
Interested Bidders are to pay a non-refundable Tender fee of N10,000.00 (Ten Thousand Naira) in the MAN account through ETRANZACT PLATFORM IN ANY COMMERCIAL BANK (EXCEPT ZENITH BANK) and present receipt and teller to the Bursary Department of Maritime Academy of Nigeria for issuance of treasury receipt and present same to the procurement staff before collection of bidding documents between the hours of 10:00am and 4:00 pm daily from 7 July to 21st August, 2020 before 12 noon.
4. SUBMISSIONS OF TENDERS DOCUMENTS
Completed tender documents should be in two hard copies (marked “ORIGINAL & “COPY”) each for both Technical & Financial Bids with soft copy of financial bid only, packaged in two separated wax sealed envelopes clearly marked at the top right corner of each envelope stating the title of the project i.e “TECHNICAL BIDS FOR LOT 1″ & ” FINANCIAL BIDS FOR LOT 1″and at the reverse side the name of the company should be boldly written. Each envelope shall then be put in a larger envelope clearly marked at the top right corner stating the title of the project and be left in the Separate Tender Boxes marked’ TECHNICAL BIĎS” and “FINANCIAL BIDS” at the procurement department to be addressed to: Rector Maritime Academy of Nigeria, 4 College Road, P. M. B. 1089 Oron, Akwa Ibom State”.
5. OPENING OF TENDER DOCUMENTS
The Technical bids shall be opened immediately after the deadline for submission at 12.00 Noon on Friday August 21st, 2020 at the Cadets Smoke Room, Maritime Academy of Nigeria, Bidders/Company representatives, relevant Professional Bodies, civil society. NGOs and interested members of the general public are hereby invited to witness the opening of the Technical bids.
6. PLEASE NOTE THAT
i. Bid must be in English Language and signed by an official authorized by the bidder,
ii. Bids submitted after the deadline for submission would be returned un-opened.
iii. All cost will be borne by the Bidders
iv. All pre-qualified Bidders will be contacted at a later date for financial bid opening
v. Maritime Academy of Nigeria is not bound to prequalify any bidder and reserves the right to annul the procurement process whether Technical or financial at any time without incurring any liabilities in the accordance with section 28 of the Public Procurement Act 2007.
vi. Ensure that you sign the bid submission register in the Procurement Department as the Authority will not be held liable for misplaced or wrongly submitted bids vii.
