INVITATION FOR 2020 PRE-QUALIFICATION BID
INTRODUCTION
In accordance with the requirement of the Public Procurement Act 2007, the Nigerian Television Authority wishes to invite interested, competent and experienced contractors/reputable Companies to submit application for prequalification for the supply of equipment/spare parts as may be required by NTA during the year.
SCOPE OF WORK
Lot l. Supply of Transmitter Equipment/Spare parts
Lot 2. Repairs and Installation of TV Transmitter
Lot 3. Supply and Installation of Studio Transmission Reception Production and Post Production Equipment
Lot 4. Supply and Installation of Satellite Upgrade/Microwave Links Equipment
Lot 5. Generator UPS Repairs & Spare Parts
Lot 6. Air Conditioner/Electrical Spare Parts/Lighting Equipment
Lot 7. Construction of office studio complex
ELIGIBILITY REQUIREMENTS
i. Evidence of Certificate of Incorporation Issued by Corporate Affairs Commission (CAC) including forms CAC 2 and CAC 7(or CAC I.I)
ii. Evidence of Pension Compliance Certificate valid till 31st December, 2020
iii. Evidence of Industrial Training Fund (ITF) Certificate valid till 31st December, 2020
iv. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020
v. Evidence of registration on the National Database of contractors, consultant and service providers by submission of Interim Registration Report (IRR) expiring on 31/12/2020 or valid certificate Issued by BPP
vi. Sworn Affidavit certifying the following
a. That the company is not in receivership, insolvency or bankruptcy
b. That the company does not have any Director who has been convicted in any court in Nigeria or any other country for a criminal offence in relation to fraud or financial impropriety
c. No officer of the relevant committees of Nigerian Television Authority or Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and confirm that the information presented in its bid are true and correct in all particulars.
vii. Company’s Profile with Curriculum Vitae of the Key Staff to be deployed for the project.
including copies of their Academic Professional qualifications (in case of construction: COREN, QSRBN, ARGON, CARBON etc.)
viii. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed:
ix. Audited Account of the company for the last three years 201720182019 fully signed and stamped by the auditor
x. Verifiable documentary evidence of at least three (3) similar jobs in the last five years including letters of awards, valuation Certificate and job Completion Certificate
xi. For Joint Venture Partnership. Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV Partner
xii. Lots 1 -6: Authorization letter from original Equipment Manufacturers
xiii. All document for submission must be transmitted with a Covering Forwarding letter under the Company/Firm’s Letterhead Paper bearing amongst others, the registration number (IR) as issued by the corporate Affairs Commission (CAC). Contract Address, Telephone Number (preferably GSM No.), and e-mail address. The letter head paper must bear the Name and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
i. The pre-qualification and Tender documents should be arranged in the order listed above.
ii. Enclosed and sealed and should be clearly marked “TECHNICAL” at the top left hand corner of the envelope with the Lot number stated. Bidders are required to submit copies of their Bids addressed to the Director General, NTA. Area 11, Garki-Abuja
iii. All Bid documents should be dropped in the Bid Boxes at the Post Mortem Hall, DOMSAT, NTA Headquarters, Area 11, Garki-Abuja
iv. Closing date for the submission of application is 12:00 noon on Thursday, 13th August, 2020.
OPENING PRE-QUALIFICATION DOCUMENTS
Prequalification documents will be opened immediately after the deadline for submission at 12:00 noon on Thursday, 13th August, 2020, at the NTA Arena, DOMSAT, Area 11, Garki Abuja.
OTHER INFORMATION
a. Only prequalified bidder will be invited at a later date for collection of tender documents
b. All inquiries should be directed to Procurement Unit, NTA Headquarters, Area 11, Garki Abuja;
c. The technical bids opening shall be conducted in line with COVID 9 guidelines;
d. Bidders can submit through Post(Courier Services).
IMPORTANT INFORMATION
i. This publication is for information purpose only, and not an outright offer
ii. The Authority will not be responsible for any cost expenses incurred by any interested party (ies) in connection with the bid
iii. The Authority is not bound to shortlist any bidder and reserved the right to annul the selection process anytime without incurring any liabilities and assigning any reason thereof.
