EXPRESSION OF INTEREST (EOI) FOR MONITORING AND EVALUATION OF ON-GOING PROJECTS IN ENUGU STATE
DEADLINE: 4TH SEPTEMBER, 2020
INTRODUCTION
The Office of Honourable Commissioner, Ministry of Budget and Planning, Enugu State, is desirous to implement effective Monitoring and Evaluation of on-going projects by the State Government, the Office invites Expression of Interest (EOI) to participate from interested, competent, reputable and qualified Firms with relevant experience and good records of accomplishment.
SCOPE OF WORK
Building Construction, Civil Engineering Construction and Heavy Engineering Construction Projects.
ELIGIBILITY REQUIREMENTS
Corporate profile of the firm, including registered address, functional e-mail addresses. GSM phone number(s) etc and evidence of Technical Qualification of Key Personnel including copies of Academic/ Professional Certificates.
• Certificate of Registration with the Corporate Affairs Commission (CAC)
• Proof of registration of Principal Partners, with relevant professional body
• Value Added Tax (VAT) valid Certificate
• Tax Clearance Certificate for the last three (3) years Verifiable documentary evidence of similar jobs executed
• Any other relevant information
SUBMISSION OF EOI DOCUMENTS
Interested firms are to submit four (4) bound copies of Expression of Interest (EOI) documents
(i) Technical Bid
(ii) Financial Bid
The documents should be submitted in a sealed envelope and addressed as indicated above. Furthermore, the reverse of each sealed envelope should have name and address of the bidder and submitted to the Office of the High Commissioner, Ministry of Budget and Planning, State Secretariat Complex, Enugu, Enugu State not later than 12:00 noon on Friday, 4th September, 2020.

OPENING OF EOI
(i) Any EOI received after the deadlines shall be returned un-opened.
(ii) Firms/Company representatives and interested members of the public including relevant professional bodies, Civil Society and Non-Governmental Organizations shall be invited witness the opening of the bids.
NOTES
(i) Certificate may be referred to the respective issuing authority for verification and authentication,
(ii) The successful firm shall be willing to work in liaison with a selected reputable and knowledgeable law firm as an extra layer of monitoring to further deepen quality of the exercise.
(iii) Technical and Financial bids enclosed in one and same single envelope that will expose the Technical and Financial bids at the same time of opening shall be disqualified;
(iv) Submission that does not meet up with the requirements specified above shall be returned un-opened
(v) This advertisement is published for information purpose, and will not be construed as a commitment or obligation on the part of Ministry of Budget Planning, Government of Enugu State to award these contracts
(vi) Ministry of Budget and Planning. Government of Enugu State is not bound to consider any bid and reserves the right to reject all bids at any time or cancel the procurement proceeding in public interest;
(vii) Due diligence exercise will be conducted to verify the claims made by bidders;
(viii) All submissions must be made only in English Language.
