- This Invitation for Bids follows the General Procurement Notice (GPN) for the Transforming Irrigation Management in Nigeria (TRIMING) Project that appeared in Development Business dated February 5, 2015.
- The Federal Government of Nigeria has received financing from the World Bank towards the Transforming Irrigation Management in Nigeria (TRIMING) Project. It is intended that part of the proceeds of this credit will be applied to eligible payments under the contracts for the Procurement and Installation of Electronic Records & Document Management System (ERDMS) Equipment and Associated Services.
- The Federal Ministry of Water Resources through the Project Management Unit (PMU) of the Transforming Irrigation Management in Nigeria (TRIMING) Project now invites sealed bids from eligible bidders for Procurement and Installation of Electronic Records & Document Management system (ERDMS) Equipment and Associated Services. The required items are listed below:

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as Specified in the World Bank’s GuIdelines: Procurement of Goods, works and Non-Consulting Services under 1BRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011) as revised in July, 2014 (Procurement Guidelines), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition. please refer to paragraphs 1.6 and
1.7 setting forth the World BankS policy on conflict of interest.
5. Interested eligible bidders may obtain further information during the office hours 8:00 to 17:00 LOcal time from Mondays to Fridays (excluding Public Holidays) by sending an email to the National Project Coordinator at: info@triming.org A virtual pre- bid meeting with potential bidders will hold on 19th August, 2020 at 12:00 hours (local time) and connection details of this will be communicated to all bidders.
6. Qualification requirements include:
(a) Financial Capability The Bidder shall furnish documentary evidence that it meets the following requirement(s):
1. The audited accounts for the last five years 2015, 2016, 2017, 2018 and 2019 shall be Submitted to demonstrate the current soundness of the bidder’s financial position.2. The Minimum turnover of the Bidder in the last five (5) years should be N2,000,000,000.00
3. Successful supply and completion of at least two similar contracts with a total value of N500,000,000.00
(b) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following requirement{s):
1. A Minimum of five years overall experience in the supply of goods and related services.
2. A minimum of five years of specific experience in the supply of similar go0ds and related services.
(c) Documentary Evidence:
1. The Bidder shall furnish documentary evidence to demonstrate that the Goods offered by the manufacturer must have been in successful operation for at least five (5) years.
(d) The Bidder should also provide documented evidence of its capability to carry out and manage the project within the time, environment and infrastructure conditions and time restriction.
7. 8. Completed Bids must be delivered to the address below on or before 12.00 noon (Local time) on Wednesday, 2nd September, 2020. Electronic bidding will be permitted by email with password protected read-only bids/ documents as attachment to the email address specified in the bid documents. Late bids will be rejected.
9. Bids will be opened virtually at 1:00 pm local time on Wednesday 2nd September, 2020 at the address below. Connection details will be provided. For password protected read- only Bids submitted by email, the Bid opening procedure is as follows, Within one hour after the bid submission deadline, bidders must send the password of their protected bids to the email address specified in the bidding documents.
10. All bids must be valid for a period of 120 days after the bid closing date and must be accompanied by a Bid Security of N12,000,000.00 (Twelve Million Naira) only. For bids Submitted electronically, the original bid security should be sent by courier to the address below on or before the bid submission deadline, while the electronic copy should be attached to the bid. Alternatively, bid security may be transmitted by Bank SWIFT and the Copy attached to the bids.
