INVITATION FOR BIDS (IFB)
COMPLETION, CONSTRUCTION AND DEMOLITION OF EGAN-IGANDO MIXED HOUSING SCHEME (CLUSTER 1).

The Lagos State Government intends to execute some capital projects as part of its statutory mandates and to apply part of the proceeds to payment under the
contracts for the Completion ,Construction and Demolition of Egan-Igando Mixed Housing Scheme (Cluster 1).
Bidding will be conducted through National Competitive Bidding (NCB) as specified in the Lagos State Public Procurement Guidelines for Works and are
open to all bidders as defined in the guidelines

- The Lagos State Ministry of Housing now invites sealed bids from eligible contractors for above contracts as detailed in the bidding document:
The bidding process shall be conducted using the Lagos State Public Procurement Agency’s E-Tendering Portal.
3.0 QUALIFICATION REQUIREMENT/ELIGIBILITY CRITERIA
• Interested and Competent Contractors wishing to carry out the project described above will be required to submit the under listed documents.
• Each document is to be scanned and uploaded separately.
(i) Evidence of Registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Articles of Association.
(ii) Last 3 years (2017, 2018 & 2019) Company Tax Clearance Certificate.
(iii) Possession of experience as a Prime Contractor in at least (2) projects of similar nature and complexity with verifiable LETTERS OF CONTRACT AWARD AND CERTIFICATES OF JOB COMPLETION within the last Five (5) years.
(iv) Detailed Company profile and Organisation structure including names and telephone numbers of key personnel (Technical/Managerial).
(v) Evidence of financial capability (Reference letter from reputable bank), demonstrating access to lines of credit to meet a cash flow requirement.
(vi) Copies of VAT Registration with TIN number and evidences of VAT remittances for the last 3 years.
(vii) Company’s Audited Accounts for the last three years.(2017,2018 & 2019)
(viii) Evidence of 3 years development levy for two directors.
(ix) Evidence of registration as a Contractor with the Lagos State Government as Works Contractor with appropriate class.
4.0 NOTE:
(i)Additional details are provided in the Bidding Document
(ii)All claims must be adequately substantiated with documents and must be verifiable.
(iii)The Lagos State Ministry of Housing shall deal directly with only the authorized officers of interested companies and not with their agents.
(iv)This bidding exercise shall not be construed as a commitment on the part of the Lagos State Ministry of Housing to award the contracts to anyone or even
award any contracts at all
(v) The Lagos State Ministry of Housing will not be responsible for any cost or expenses incurred by any interested party (ies) in connection with site inspections
or responses to this invitation.

5.0 COLLECTION OF BIDDING DOCUMENT
Bidding Document shall be downloaded FREE ONLINE with effect from Tuesday 18th August , 2020. However, interested bidders who are willing to submit bids shall be required to pay a non-refundable fee of N50, 000.00 (Fifty-Thousand Naira) only for the Bidding Document.
Scanned Copy of the electronic receipt (not BANK TELLER) shall be uploaded and submitted with other documents making up the bid.
5.1 PAYMENT SHOULD BE MADE TO THE ACCOUNT WITH THE FOLLOWING DETAILS:

Revenue Code: 32255.
Revenue Item: Tender Fee.
Bank: Any Bank used by the Lagos State Government (Polaris Bank, GTB, Access Bank e.t.c).

6.0 SUBMISSION OF BID DOCUMENTS
6.1 Bid(s) shall be submitted On-Line along with Scanned Copy (ies) of Electronic Receipts (s) for the Payment of the Tender Document which shall be uploaded
along with other documents making up the Bid (s).
6.2 Any Bid submitted without the Scanned Copy of Electronic receipt for payment for the Tender Document shall be rejected and not be given any
consideration.
6.3 Bid (s) must be accompanied by a Scanned Copy of the Bid Security as indicated in the table above and in the format indicated in the Tender Document.
6.4 Please note that the Winning Bidder will be required to submit the Original Bid Security to the Ministry. failure which will lead to disqualification and the
Ministry shall Award the Contract to the next responsive Evaluated Bidder.
6.5 The E-Portal for the On-Line submission shall close on Friday 4th September, 2020 at 12 Noon.
7.0 BID OPENING
Bids will be opened On-Line via organized Zoom on Friday 4th September, 2020 at 12 Noon, at the Conference Room of the Lagos State Ministry of Housing, Block 3, Alausa Secretariat, Ikeja, Lagos.
