1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on June 12, 2012.
2. The Federal Government of Nigeria Has received credit from the International Development Association and grant from the European Union Towards the cost of State Employment & Expenditure for Results (SEEFOR) Project. Bayelsa State is participating in the project and intends to apply part of the proceeds of this credit and grant for payments under the agreement(s) resulting from this IFB: Procurement of Starter Packs for four hundred (400) Graduates of TVET Institutions. 3. The Bayelsa State SEEFOR Project, State Project Coordinating Unit (SPCU) serves as the implementing agency for the Project and now invites sealed bids from eligible Bidders for Procurement of Starter Packs for four hundred (400) Graduates of TVET Institutions.
4. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods. Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers- Procurement of Small Works, December 2011, revised July 2014 (Procurement Guidelines) that meet the following minimum qualification criteria:

Bid shall be valid for a period of 90 days after bid opening and the bid shall be delivered by courier or by hand to the State Employment and Expenditure for Results (SEEFOR) Project, Ekeki Housing Estate Phase II, Along Sani Abacha Road, Yenagoa, Bayelsa State on or before 12.00 Noon on Friday 18th September, 2020 (deadline for submission of bids), and is subsequently opened (Bidders may wish to attend via software-based Conference Room Solution) and evaluated.
6. The attention of prospective Bidders is drawn to the;
i. Fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and;
ii. Those violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
7. Interested eligible Bidders may obtain further information from SEEFOR Project, Bayelsa State and collect the bidding documents at the address given below between Mondays to Fridays From 08:00 hrs. to 17:00 hrs. A pre-bid meeting for bidders who chooses to attend will be held on September 7, 2020 by 11:30am at the SEEFOR Project Conference Hall, Yenagoa, Bayelsa State.
8. A complete set of bidding documents in English may be purchased by interested Bidders, from August 20, 2020 upon payment of a non-refundable fee of N50,000.00 Fifty Thousand Naira) only. Prior registration is required for submitting clarification questions on the bidding documents and receiving notice of answers and of addenda to the bidding documents. The original version of the bidding documents, and any addenda to it, will be the one binding. The method of payment will be by bank draft or cash paid into the State Employment and Expenditure for Results (SEEFOR) Project Account No. 1013521548 Zenith Bank Plc.
9. Bids must be delivered to the address below on or before 12 noon of September 18th, 2020. Bids need to be secured by bid security. The amount of Bid Security required is 3% of the Bidder’s Price in Nigerian Naira (NGN). Bids will be opened in the presence of Bidders’ representative who chooses to attend at the address below at 12 Noon of September 18, 2020. The venue of the bid opening shall be:
