PROCUREMENT AND INSTALLATION OF COMPUTERS AND ACCESSORIES FOR MDAS IN BAYELSA STATE.
DEADLINE: 4TH SEPTEMBER, 2020
1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on June 12, 2012.
2. The Federal Government of Nigeria Has received a credit from the International Development Association and grant from the European Union towards the cost of State Employment & Expenditure For Results (SEEFOR) Project. Bayelsa State is participating in the project and intends to apply part of the proceeds of this credit and grant for payments under the agreement(s) resulting from this IFB: Procurement and Installation of Computers and Accessories for MDAs in Bayelsa State. 3. The Bayelsa State SEEFOR Project, State Project Coordinating Unit (SPCU serves as the implementing agency for the Project and now invites sealed bids from eligible Bidders for The Supply and Installation, Computers and Accessories for MDAs in Bayelsa State.
4. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods. Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers Procurement of Small Works, December 2011, revised July 2014 (Procurement Guidelines) that meet the following minimum qualification criteria:
5. Bid shall be valid for a period of 90 days after bid opening and the bid shall be delivered by courier or by handto the State Employment and Expenditure for Results (SEEFOR) Project. Ekeki Housing Estate Muse II, Along Sani Abacha Road, Yenagoa, Bayelsa State on or before 12:00 Noon on Friday 4th September 2020 (deadline for submission of bids), and is subsequently opened (Bidders may wish to attend via software-based Conference Room Solution) and evaluated

The attention of prospective Bidders is down to the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (i) that violations to considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
7. Interested eligible Bidders may obtain further information from SHEFOR Project, Bayelsa State and collect the bidding documents at the address given below between Mondays to Fridays From 08:00 hrs, to 17:00 hrs. A pre-bid meeting (by software-based Conference Room Solution) which potential bidders may attend will be held on August 19, 2020 by 10:30 um at the SEEFOR Project Conference Hall, Hinagon, Bayelsa State. Bidders, from August 5, 2020 upon payment of a non-refundable focof N50,000.00 (Fifty Thousand Naira) only Prior registration is required for submitting clarification questions on the bidding documents and receiving notice of answers and of addenda to the bidding documents. 9. Bids must be delivered to the address below on or before 12Noon of September 4, 2020. Bids need to be secured by bid security: The amount of Bid Security required is 3% of the Bidder’s Price in Nigerian Naira (NGN). Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below or by software-based Conference Room Solution At 12 Noon of September 4, 2020.
