EXPRESSION OF INTEREST (EOI) FOR CONSULTANCY SERVICES
DEADLINE: 12TH OCTOBER, 2020
1. BACKGROUND
The Aminu Saleh College of Education, Azare, Bauchi State in pursuant of its mandate and in line with the Public Procurement Act, 2007, hereby invites competent qualified, reputable and interested Consultants for Expression of Interest (EOI) for its 20172018 and 2020 TETFund Maintenance Fund and 2020 TETFund Normal Intervention projects.
2. SCOPE OF SERVICE
Renovation and Conversion of Lecture Rooms to Offices and the services would include preparation of comprehensive reports, drawings, and bills for tendering as well as supervision of projects.
3. ELIGIBILITY REQUIREMENTS
a. Evidence of Certificate of Incorporation issued by Corporate Affairs Commission including Form CAC 1.1, CAC 2 &7. Business Name is also acceptable:
b. Evidence of Company’s Tax Clearance Certificate (Personal Income Tax Clearance Certificate of all the Partners in case of Business Name) for the last three (3) years (2017/2018/2019) valid till 31st December, 2020;
c. Evidence of current Pension Compliance Certificate valid till 31st December, 2020 (where applicable)
d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020 (where applicable);
e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2020 or valid Certificate issued by BPP:
g. Sworn Affidavit:
– that none of the Directors of the Company has been convicted in any country for criminal offenses related to fraudulent or corrupt practices or criminal misrepresentation or falsification of facts relating to any matter.
– disclosing whether or not any officer of the relevant committees of Aminu Saleh College of Education, Azare or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
– that the Company does not at the time of this bid have any existing loan or Financial liability with the bank, other financial institutions or third party that is classified as doubtful, non-performance, bad or whose repayment portion has been outstanding for the last four (4) months
h. Unabridged Company’s Audited report for the last past three (3) year (2017, 2018 and 2019);
i. Company’s profile with the curriculum vitae of key staff including photocopy of relevant Academic/Professional qualifications with attestation of availability and contact phone numbers
j. Evidence of registration with relevant regulatory professional bodies such as ARCON, COREN, QSRBN, CORBON etc.;
k. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed,
l. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects:
m. All document for submission must be transmitted with a covering / forwarding letter under the company’s letter Headed paper bearing amongst other, the Registration Number (RC) issued by the corporate Affairs commission (CAC) Contact Address, Telephone number (Preferable GSM no) and email address. The letter headed paper must bear the names and nationality of the Directors of the company at the bottom of the page dully signed by the authorized officer of the firm.
4. SUBMISSION OF EXPRESSION OF INTEREST
Prospective bidder are to submit bid, two hard copy of the expression of interest in separate envelopes each appropriately labeled, sealed and put in large envelope for submissions and addressed to the Provost, Aminu Saleh College of Education Azare, Bauchi State. The EOI document must be dropped into the box in the Procurement Planning Committee Secretary’s Office Azare not later than 12:00 noon on Monday, 12th October, 2020.
5. OPENING OF EXPRESSION OF INTEREST
The EOI will be opened immediately after the deadline for submission 12:00 noon on Monday, 12th October, 2020 in the Council Chamber of the College. Please ensure that the EOI Submission Register is signed in the office of Procurement Planning Committee Secretary in the Procurement Department of the Aminu Saleh College of Education, Azare Bauchi State, Aminu Saleh College of Education, Azare will not be held liable for misplaced or wrongly submitted. 6. GENERAL INFORMATION
a. Eols must be in English Language and signed by an official authorised by the bidder
b. Eol submitted after the deadline for submission would be returned un-opened.
c. All cost will be borne by the bidders
d. Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/Transparency:
e. Bidders can submit through Post (Courier Services);
f. Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
g. The College reserves the right to verify the authenticity of any claims made on documents submitted and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary.
h. The College reserves the right to annul the process anytime without incurring any liabilities from the bidder in accordance with Section 28 of the Public Procurement Act 2007.
