INVITATION TO TENDER FOR 2020 CAPITAL
DEADLINE: 26TH OCTOBER, 2020

1. INTRODUCTION
The Federal Government of Nigerian gas allocated Funds to the Federal Ministry of Educating (FME), Federal Science Technical College, Kuta-Shiroro Niger State in the 2020 appropriation for the execution of policies, programs and projects toward achieving the mandate of the college. Accordingly, the college wishes to invite reputable companies with relevant proven competence and experience to submit tenders for the execution of the projects.

2. SCOPE OF WORK

3. ELIGIBILITY REQUIREMENTS
i. Evidence of certificate of Incorporation issued by Corporate Affairs Commission (CAC0 including forms CAC2, and CAC7 or CAC 1:1 as applicable
ii. Evidence of company’s income Tax Clearance Certificate got the last Three (3) years 2017,02018 & 2019 valid till 31st December, 2020 with minimum average annual turnover of N20 million.
iii. Evidence of Current Pension Certificate valid till 31st December 2020
iv. Evidence of current Industrial Training Fund(ITF) Compliance Certificate valid till 31st December 2020
v. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2020
vi. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2020 or Valid Certificate issued by BPP
vii. Sworn Affidavit disclosing whether or not any officer of the relevant committees of Federal Science Technical College, Kuta-Shiroro or the Bureau of Public Procurement id a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid are true and correct in all particulars
viii. Company’s Audited Accounts for the last three years (2017, 2018 & 2019
ix. Evidence of Financial capability to execute the project by submission Reference Letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed
x. Company’s Profile with The Curriculum Vitae of key Staff to be deployed for the project, including copies of their Academy Professional Qualification such as COREN, ARCON, OSRBN, CORBEN etc.
xi. Verifiable documentary evidence of at least three(3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation/Job Completion Certificates and Photography of the projects
xii. List of Plants/Equipment with proof of Ownership/Lease (for works)
xiii. All documents for submission must be transmitted with a Covering letter under the Company’s Letter Head Paper duly signed by the authorized officer of the company. The Letter head paper must bear amongst others, the Registration Number (RC) as issued by the Corporates Directors Commission (CAC) Contact Address, Telephone Number (preferably GSM No.) , e-mail address and Names and Nationalities of the Director of the company at the bottom of the page

4. COLLECTION OF TENDER DOCUMENT
The tender document are to be collected from the Officer of the Principal between the hours of 8:00 am and 04:00 pm daily Monday – upon the payment of non-refundable processing tender fee of N10, 000.00 per lot into the Federal Science Technical College, Kuta-Shiroror REMITA account in any reputable commercial bank of Nigeria.

5. SUBMISSION OF TENDER DOCUMENTS
Completed tender documents shoulder in two Hard Copies (Marked Original and Copy) each for both Technical and Financial Bids, with Soft copy of Financial bid only, package in two separate wax sealed envelope clearly marked at the top right corner of each envelope stating the lot number and title of the project i.e. Technical Bid for project , Title and Lot number & Financial Bids for Project, Title and Lot number at the reverse side, the name and address of the company should be boldly written. Both envelopes shall then be put in a larger envelope clearly marked at the top right corner stating the Lot Number and title of the project and dropped in the appropriate Tender Box at Vice Principal, Special Duties Officer, Federal Science Technical College, Kuta-Shiroro Niger State:

The Submission should be made not later than 12:00 noon on Monday 26th October 2020; Bids received late will not be opened. Please make sure you register at the vice principal (SD) office as FSTC, Kuta-Shororo will not be responsible for wrongly submitted bills.

6. OPENING OF TECHNICAL BIDS
Only the technical bids will be opened immediately after the headline for submission at 12:00 noon on Monday 26th October 2020 in the College Hall in view of the Covid-19 Pandemic, bidders and members if the general public is not to attend the bid opening. The bids opening (technical & Financial) will be covered by video reporting in the presence of two (2) observers from the civil society.

PLEASE NOTE:
i. Bids must be in English Language and signed by an official authorized by the bidder
ii. Bids submitted after the deadline for submission would be returned un-opened
iii. All cost will be borne by the bidder’s
iv. Standard Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services)
v. only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned unopened
vi. The FSTC Kuta-Shiroro Niger State , is not bound to pre-qualify and bidders and reserve the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
