INVITATION TO TENDER FOR THE EXECUTION OF VARIOUS PROJECTS
DEADLINE: 17TH DECEMBER, 2020
1.0 INTRODUCTION
Further to our earlier invitation to Tender via the following media:

The Adamawa State University, Mubi in compliance with the Procurement Act 2007, wishes to extend the dates for collection, submission and opening of Tender in respect of our proposed projects under NEEDS ASSESSMENT intervention (Revitalization of Public Universities) that was disrupted by the Covid -19 Pandemic. All other information remain the same and tender documents collected remain valid, however the new date for submission applies.
Proposed projects under NEEDS ASSESSMENT intervention (Revitalization of Public Universities)
(2.0) SCOPE OF WORK
Lot 1 Supply and Installation of Laboratory Equipment for Department of Geology Lot 2 Supply and Installation of Laboratory Equipment for Department of Bio-Chemistry. Lot 3 Supply of Teaching facilities for Department of Mass Communication. Lot 4 Supply and Installation of Laboratory Equipment for Pure and Applied Physics.
3.0 ELIGIBILITY CRITERIA
(i) Certificate of Incorporation/ Evidence of Registration with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7.
(ii) Evidence of current Tax Clearance Certificate for the past three years valid till 31st December, 2020.
(iii) Evidence of current Pension Compliance Certificate valid till 31st December, 2020.
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020.
(v) Evidence of valid Certificate of Registration/ Interim Registration as Federal Government contractors Issued by the Bureau of Public Procurement.
(vi) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020
(vii) Company Audited Accounts for the last three years (2017, 2018 and 2019).
(viii) Company VAT Registration Certificate
(ix) Interested bidders are to ensure that their bids are accompanied with a court sworn affidavit indicating as follows
(a) That no officer of the ADSU, Mubi or the BPP is a former or present Director, shareholder or has any pecuniary Interest in your company.
(b) That all information in your bids are true and correct in all particular.
(c) That your Company is not in receivership of any form of Insolvency or bankruptcy proceedings or the subject of any form of writing up petition or proceedings.
(d) That no Director or your company who has been convicted in any country for criminal offence relates to fraud or financial Impropriety or criminal mis-representation or falsification of facts relation to matter.
NOTE:
Items (i) – (ix) are basic requirements for which failure to supply any will result in automatic disqualification of the bidder.

(x) Company profile indicating key Personnel and Qualification of Professional Staff
(xi) Evidence of available equipment
(xii) Verifiable evidence of execution of similar projects in the previous 5-years.
(xiii) Evidence of financial capability and possible bank support.
Original documents should be made available for sighting on demand during or after the opening of pre-qualification documents.
4.0 COLLECTION OF TENDER DOCUMENTS
Interested contractors are to collect Tender documents from the Physical Planning and Development Unit in the Boni Haruna Administrative Building of the Adamawa State University Mubi within working hours Monday to Friday upon the presentation of evidence of payment of non-refundable Tender Fee of N10, 000.00 per Lot. The payment should be made in the ADSU Tax Account No: 1010991218 Zenith Bank and receipt collected in the Bursary Unit of the University.
5.0 SUBMISSION OF TENDER DOCUMENTS
(i) Completed bid documents should be in two (2) separately sealed envelopes, labelled ‘Technical” and “Financial” (2 envelopes system) placed in a larger envelope clearly marked with the relevant project title & LOT and addressed to: The Vice Chancellor, Adamawa State University, Mubl.
(ii) The envelope should be deposited in the Tender Tamper Proof-Box at the Senate Chamber, Boni Haruna Administrative Building Adamawa State University, Mubi, within working hours Mondays-Fridays.
(iii) Company’s Name should be written at the reverse side of the envelope.
(iv) The deadline for the submission is on Thursday, 17th December, 2020 by 10:00am.
(v) All documents for submission must be transmitted with a covering/ forwarding letter under the company/firms letter head paper bearing among others the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, Telephone number and email address The letter head paper must bear the names and nationalities of Director, of the Company at the bottom of the page, dully signed by the authorized officer of your company.
6.0 OPENING OF TENDER
Bidders, their representatives; relevant NGOs and the general public are invited to witness the opening of prequalification bids on Thursday, 17 December, 2020 by 10:00 am at Senate Chamber, Boni Haruna Administrative Building. Adamawa State University, Mubi, however only prequalified bidders and relevant NGOs may witness the financial bids opening at the same venue. Only financial bids for pre-qualified companies will be opened for further consideration.
Kindly note that all the COVID- 19 safety protocols will be diligently observed
7.0 OTHER INFORMATION
(i) Adamawa State University, Mubi may refer all documents attached to relevant security agencies, BPP, FIRS, PENCOM. ITF and other bodies for verification.
(ii) Adamawa State University, Mubi is not bound to accept the lowest quotation that is not responsive.
8.0 DISCLAIMER

(8.3) The Adamawa State University, Mubi is not bound to shortlist any contractor and reserves the right to annul the selection process at any time without incurring any liabilities and assigning any reason thereof.
