INVITATION TO TENDER
DEADLINE: 18TH DECEMBER, 2020
Anambra State Housing Development Corporation (ASHDC) intends to embark on the development of Liberation Estate, and two outstanding lots (7 & 8) at Green Valley Estate both situated within Awka Capital Territory based on PPP model. The projects to be carried out under this invitation to tender comprise Earthworks, Drains and Asphalt in accordance with the following tender procedure:
PROJECT NAME:
(1) Construction of estate roads at Liberation Housing Estate, Awka Capital Territory broken down into four (4) lots as follows:
(a) Lot A – 1,299.20m
(b) Lot B – 2,952.63m
(c) Lot C – 2,133.32m
(d) Lot D – 763.53m
(2) Construction of outstanding estate roads at Green Valley Housing Estate, Awka Capital Territory comprising of two (2) lots as follows:
(a) Lot 7 – 1,790.987m
(b) Lot 8 – 1,318.484m
Interested and reputable Contractors/Developers, who are registered with the corporation as at 3 December, 2020 are hereby invited to submit both technical and financial tender for the above projects.
PRE-QUALIFICATION AND TENDER REQUIREMENTS
Tenders shall be accompanied with the following:
(1) Evidence of Registration with Corporate Affairs Commission (CAC).
(2) Evidence of Registration with Anambra State Ministry of Works and Infrastructure and Anambra State Housing Development Corporation in the appropriate category.
(3) Company Profile and Brochures.
(4) Company Audited Accounts for the past 3 years (2017, 2018, 2019).
(5) Tax Clearance and VAT Certificate for the past 3 years (2017, 2018, and 2019).
(6) Evidence of compliance with Pension Reform Act 2004 as amended.
(7) Evidence of past performance in similar projects.
(8) Sworn Affidavit as follows:
(a) That all documents submitted for the prequalification and tender exercise is not only genuine but correct.
(b) That none of the Directors of the company seeking prequalification has been convicted by a Court of Law.
(9) Evidence of Financial Capability represented by a Bank Reference from a reputable Commercial Bank indicating willingness to offer necessary credit facility should the job be awarded to the tendering company.
(10) Provision of Bid security of 1% of the successful Contractor’s Bid Amount per Lot.
(11) Execution Methodology including Work Program with Timelines.
(12) List of Equipment with Proof of Ownership or Lease Agreement.
(13) Any other relevant information.
COLLECTION OF TENDER DOCUMENTS
Bidding Documents can be collected from the Office of the Managing Director, Anambra State Housing Development Corporation (near ABS) along Enugu-Onitsha Express Way, Awka Capital Territory, on submission of non-refundable Bid Fee of N100,000 (One Hundred Thousand Naira) only per Lot, in Certified Bank Draft payable to Anambra State Housing Development Corporation Collection time shall be between 9:00am and 3:00pm from Friday 4th December 2020.
SUBMISSION OF TENDERS
Completed Tenders prepared in English Language and signed by the official authorized by the Bidders should be packaged in separate envelopes and marked “Technical Bid” and “Financial Bid” for.
(1) Construction of estate roads at Liberation Housing Estate, Awka Capital Territory, with the Lot No clearly marked on top left corner,
(2) Construction of outstanding estate roads at Green Valley Housing Estate, Awka Capital Territory, with the Lot No clearly marked on top left corner.
Project name and lot clearly marked on the envelopes, and the name of the Bidder clearly written on the reverse side of the envelopes.
The two envelopes should thereafter be packaged in the marked third envelope sealed with wax and addressed to the MD/CEO – ASHDC. The name of the contractor should be clearly written at the back of the envelope and submitted before 12:00 noon on 18th December, 2020 at the office of the Managing Director/Chief Executive Officer.

Please Note:
(1) Anambra State Housing Development Corporation (ASHDC) reserves the right to verify bidders’ submissions therefore by submitting a bid, the Bidder accedes to this requirement.
(2) Only Contractors/Developers who are registered with the corporation as at the dose of work on 3 December, 2020 shall be eligible to participate.
(3) Anambra State Housing Development Corporation (ASHDC) reserves the right to prequalify Bidders and is under no obligation to award a contract to any bidder as a result of this bid exercise.
(4) Only Bidders who passed the Technical Bid shall qualify for Financial Bid opening
(5) Late Bids shall be rejected
(6) All enquiries should be directed to the office of the Managing Director/CEO, Anambra State Housing Development Corporation. Awka.
(7) No bidder should bid for more than two lots.
