INVITATION TO PRE-QUALIFICATION AND TENDER (TECHNICAL AND FINANCIAL) FOR YEARS 2019-2020(MERGED) TETFUND ANNUAL INTERVENTION 2020R/FX746

(1.0)  BACKGROUND
(1.1)  The Federal College of Education (Technical), Umunze,  Anambra State is a beneficiary of the Years 2019-2020(Merged) Tertiary Education Trust Fund (TETFund) Annual intervention.

(1.2)  Accordingly, and in line with the provisions of the Public Procurement Act 2007, the College is desirous of undertaking a prequalification and tender exercise for the under listed project under the Years 2019-2020(Merged) TETFund Annual Intervention. Consequently, the College wishes to invite reputable interested contractors/companies to submit their technical and financial bids for the under listed project:

(2.0)  PROJECT DESCRIPTION

(3.0)  COLLECTION OF BIDDING DOCUMENTS
Bid documents containing full specifications etc. to be collected from the Procurement Department between 9am and 4pm daily, Monday to Friday upon the presentation of original receipt for the payment of Ten Thousand Naira (N 10,000.00) tender fee for the project paid into the FCE (T) Umunze’s Remita Account in any reputable commercial bank in Nigeria.

(4.0)  SUBMISSION GUIDE FOR BID DOCUMENTS
Two bound copies each of the technical and financial bids are to be separately sealed in different envelopes indicating the project name and code and both the financial and technical bids are then to be enclosed in one sealed large envelope indicating the name and code of the project bidded for and addressed to:

The Provost,
Federal College of Education (Technical) Umunze,
PMB 0189, Anambra State.

The sealed documents are to be dropped in the Tender box stationed in the Procurement Department, Federal College of Education (Technical) Umunze, Anambra State (Campus one) not later than 12noon on Monday 25th January, 2021

(5.0) OPENING OF BID
Only the technical bids will be opened immediately after the deadline for submission at the College Council Chamber at 12noon at Campus one.

Please ensure that you sign the Bid Submission Register in the Procurement Department of Federal College of Education (Technical). Umunze as the College will not be held liable for misplaced or wrongly submitted bids.

(6.0)  NOTE
(a) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while bids of unsuccessful bidders will be returned unopened;

(b) The College will deal only with authorized officers of the tendering companies and not through individual or agents acting on their behalf;

(c) Any bidder that submit one set of prequalification documents to be used for pre-qualification evaluation of more than one project on this advertisement will have his bid(s) rejected.

(d) Any bidder that encloses Technical and/or Financial bid of more than one project in a single envelope will have his bid rejected.

(e) The College is not bound to award more than one contract to the same contractor. Bidders should not bid for more than two (2) Lots

(f) The College is neither committed nor obliged to include any company on any bid list or to award any contract to any company or associated agents;

(g) This advertisement of invitation to prequalification exercise should not be construed as a commitment on the part of the College, nor shall it entitle companies to make any claims whatsoever and/or seek any indemnity from the Institution:

(h) The College is not bound to prequalify any bidder and reserve the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007.

(7.0)  ELIGIBILITY REQUIREMENTS
Interested bidders are to forward the following:

(a) Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;

(b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years. 2017, 2018, 2019 valid till 31st December, 2020;

(c)      Evidence of current Pension Compliance Certificate issued by the National Pension Commission (PENCOM) valid till 31 December, 2020;

(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020;

(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020;

(f) Evidence of registration on National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring 31st December, 2020 or valid Certificate issued by Bureau of Public Procurement (BPP);

(g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal College of Education (Technical), Umunze or the Bureau of Public Procurement is a former or present director or shareholder or has pecuniary interest in the bidder and to confirm that all information presented in the bid are true and correct in all particulars,

(h) Company’s audited accounts for the last three (3) years (2017, 2018 and 2019);

(i) Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit when needed;

(j) Company Profile with curriculum Vitae of Key Staff to be deployed to the project, including copies of their Academic/ Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON. etc.);

(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and  Photographs of the projects;

(l) List of Plants/Equipment with proof of Ownership/Lease (where applicable);

(m) All documents for submission must be transmitted with a covering letter under the Company/Firms Letterhead paper bearing amongst others, the Registration number (RC) as issued by CAC, Contact Address, Telephone Numbers (preferably GSM No) and  email address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
