INVITATION FOR BIDS FOR ASPHALTIC CONCRETE OVERLAY

(1) This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online No. AfDB 332-733/08 of 18 August 2008 (Print Version Issue No 733 of 31 August 2008), and on the African Development Bank Group’s Internet Website.

(2) The Federal Government of Nigeria and the Cameroon Government received Financing in May 2009 from the African Development Bank in various currencies towards the cost of Bamenda – Enugu Transport Facilitation Program. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for:

Lot 1:Asphaltic Concrete Overlay of Abakaliki – Mbok (Ogoja Junction) Road, Nigeria – 86km,(Ref: ICB-01/NCHP/W/2019/01) and
Lot 2:Ikom – Mfum Road, Nigeria – 23km(Ref: ICB- 01/NCHP/W/2019/02)

(3) The Federal Ministry of Works & Housing of Nigeria represented by Road Sector Development Team (RSDT) now invites sealed bids from eligible bidders for the execution of the works. The main works for both lots include among others the following:

  • Milling and patching of areas with cracks or potholes;
  • Reconstruction of failed sections using 40mm asphaltic concrete wearing course, 50mm asphalt binder course, 150mm crushed stone base, 250mm cement-stabilized laterite subbase layer, Sub­grade or selected fill
  • Application of a 40mm asphalt overlay
  • Application of texture correction slurry on existing surface dressed shoulders followed by an 18/12mm double seal surface dressing.
  • Structural Works.
  • Drainage

(4) Interested eligible bidders may obtain further information from and inspect the bidding documents at the office of Unit Manager, Road Sector Development Team, No. 6 Niagara Close off Erie Crescent, Maitama, Abuja, Nigeria; Email – unitmgr.rsdt@yahoo.co.uk; commencing Monday, 7 December, 2020 from 09:00am to 4:00pm local time during working days (Monday – Friday).

(5) A complete set of hard copies of bidding documents for each lot may be purchased by interested bidders on the submission of a written application to the above-mentioned offices in Nigeria with evidence of payment of a non-refundable fee of USD 100 or NGN38,000 or equivalent amount in other major currencies for each lot. USD 150 or NGN57,000 or equivalent amount in other major currencies for both lots. Payment should be made to Road Sector Development Team (Tenders Fee Account No: 0020925061027) with the Central Bank of Nigeria.

(6) The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Procurement of Goods or Procurement of Works

(7) Bids must be delivered to the office of Unit Manager, Road Sector Development Team, No. 6 Niagara Close off Erie Crescent, Maitama, Abuja, Nigeria, on or before 12:00 local time, Monday 18th January, 2021.

(8) Bids will be opened in the presence of bidders’ representatives who choose to attend at 12:30 local time on Monday 18 January, 2021 at the offices of Road Sector Development Team, No. 6 Niagara Close, off Erie Crescent, Maitama, Abuja, Nigeria.
