The Federal Republic of Nigeria has received financing from the Islamic Development Bank towards the cost of the Jigawa State Integrated Rural Development Project and intends to apply part of the proceeds for consultant services.
The overall objective of the audit is to allow the auditor to express an independent and professional opinion on the technical and financial position of the project (and, as applicable, the Executing Agency) to ensure that the funds provided have been used solely for their intended purposes: to express an independent and professional opinion on the adequacy of project internal controls: and to provide opinion on the compliance with the covenants of the financing agreement(s) and the applicable laws and regulations. Where present, the auditor should indicate the extent of any non-compliance to each financial and technical covenant.

The Jigawa State Integrated Rural Development Project now invites eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they are fully qualified to perform the services (brochures, description of similar assignment, experience in similar conditions, availability of appropriate skills among staff, etc.). The short listing criteria are: Please note that Key Experts will not be evaluated at the short listing stage.
(a) The audit firm should be registered and have a license from a national or regional professional accountancy body.
(b) The firm should have relevant experience in accounting and auditing of projects funded by international financial institutions or/and multilateral development banks.
(c) The key audit team shall comprise at minimum:
(i) An Audit Manager with at least 20 years of experience in auditing and has sound knowledge of IFI / MDBs finance procedures. He / she should be a member of a recognized accountancy professional body;
(ii) A Team Leader with a minimum of 10 years of experience in auditing. He / she should be a member of a recognized accountancy professional body; and
(iii) An Assistant Auditor with adequate experience and professional qualifications.
(iv) Technical auditor with civil Engineering or Water Resources and Environmental Engineering degree or related field from a reputable University and a related professional certification, Certification as a CIA, CPA, or CISA and Full-time experience in irrigation/environmental projects with exposure to quality control and ISO audits for a minimum of 10 years.
The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting for the IsDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Least Cost Method set out in the Procurement Guidelines.
