INVITATION FOR PRE-QUALIFICATION AND TENDER FOR THE PROCUREMENT OF 15.5 FEEDER ROAD FROM GARIN CHIROMA TO GODE YALAWA VILLAGE WITH COMPLETION PERIOD OF 12 MONTHS
(1) PREAMBLE
In compliance with the Jigawa state procurement process the Gagarawa Local Government wishes to notify interested bidders of its intention to procure
(2) PROJECT SCOPE
15.5 Feeder Road From Garin chiroma to Gode yalawa village with completion period of 12 months.
ELIGIBILITY REQUIREMENT
To be considered for pre-qualification, interested competent and reliable contractors are requested to provide verifiable evidence including but not limited to the following document:
(1) Certificate of incorporation with Corporate Affairs Commission
(2) Certificate of true copy of memorandum article of association
(3) Evidence of registration with the Jigawa state works registration unit
(4) VAT registration and evidence of post remittance
(5) Tax clearance certificate for the last three years (3)
(6) Audited Account for the last one year
(7) Evidence of financial capability and banking support
(8) Company average annual turnover and not less than 30 million naira
(9) Evidence of similar projects executed, letter of award and completion certificate of at least three in the last five years.
(10) Verifiable evidence of company profile and technical qualification of the key personnel registered with the relevant professional bodies (COREN, QSRBN, ARCON etc.)
(11) That the company have fulfilled all obligation to pay taxes pension and social security contribution
(12) A Sworn Affidavit Certificate Certifying As Follows
(a) that the document submitted for pre-qualification exercise are not only genuine but correct
(b) that none of the directors of the company have been convicted by any court of law
(c) that the company is not bankrupt
(d) that none of the officers of Gagarawa Local Government, Jigawa state is a present or former director of the company
(13) Any Other relevant information that will help in determining the companies suitable for the work.
Any prospective bidder that does not possess any of the above documents need not apply.
COLLECTION OF TENDER DOCUMENT
Interested bidders are to collect tender document from the Officer of the Director Planning, Research and Statistics, Gagarawa Local Government from the date of publication of the advert between the hours of 09:00am to 5:00pm day after payment of non-refundable fee of N30,000.00 naira
SUBMISSION OF TENDER DOCUMENT
Pre-qualification and financial bids shall be submitted in two different sealed envelopes and labeled pre-qualification bids and financial bids respectively with the company name indicated at the back of the envelope. Both envelopes should be placed in a sealed third envelope addressed and delivered to the Office of the Director Planning, Research and Statistics, Gagarawa Local Government, Jigawa state and not later than 8 January, 2021 to 23 February, 2021.
All documents for submission must be transmitted with forwarding letters duly signed by company representative under the company’s letter headed paper bearing the CAC registration number RC, contact address, telephone number preferably GSM and email address.
The financial bid should contain bid security and not less than 2% of the quote bid
The bid validity period should be 90 days from deadline of the bid submission
OPENING BIDS
Only technical bids shall be opened immediately after the deadline for submission GENERAL INFORMATION
(1) Bid submitted after the deadline for submission will be returned un-opened
(2) Only the financial bids of successful bids of successful pre-qualification bidders will be opened while those for the unsuccessful bidders will return un-opened
(3) This advert shall not be construed as commitment on the part of the Gagarawa local government nor shall it enroll a company to make any claims whatsoever and/or to seek any indemnity from the Gagarawa Local Government by virtue of such company having responded.
(4) All cost will be borne by bidders and the Gagarawa local Government will not be held responsible for any cost or expenses incurred by any interested party i.e. in connection with any response to the invitation.
(5) Gagarawa local government reserves the right to annual the procurement process at any time without incurring any liabilities
(6) Alternative bid will not accepted
(7) Bidder with same subsidiary relationship are not allowed to partake in the same lot
