The Federal Republic of Nigeria has received financing from the Islamic
Development Bank towards the cost of the Jigawa State Integrated
Rural Development Project and intends to apply part of the proceeds for
consultant services.
The services include, ) Conducting survey and collect necessary information for technical design: (i) Developing detailed technical design of the small-scale irrigation schemes in the selected priority sites, including technical design, drawing and report; (ii) Preparation of bidding documents for the construction of the small-scale irrigation schemes in the selected priority sites; (iv) Development of detailed supervision strategies for all construction works (v) Training and technical assistance for the operation and maintenance of all autonomous irrigation and drainage district (AIDD) areas. (vi) Development of detailed procedure for the land leasing arrangements to the individual or CRUAs/WUAs, (vii) Developments of a detailed catchment management plan for the control
of erosion, pollution, floods and other possible risks associated with such
projects, (viii) Qualitative and quantitative assessment of water resources
in the project communities
The Project is expected to start in June 2021 and the implementation
period is 30 Months.

The Jigawa State Agricultural and Rural Development Authority (JARDA)
now invites eligible consulting firms (‘Consultants”) to indicate their interest
in providing the services. Interested Consultants must provide specific
information which demonstrates that they are fully qualified to perform
the services (brochures, description of similar assignments, experience
in similar conditions, availability of appropriate skills among staff, etc.).
The short listing criteria are: Key Experts will not be evaluated at the short listing stage
a) Core business and years in business.
b) General Experience of consulting firm in the field of specialty
c) Evidence showing technical and managerial capabilities of the firm.
d) Evidence of delivering similar assignments
e) Evidence of registration with relevant authorities and professional bodies
f) Evidence showing that firm is a legal entity
The attention of interested Consultants is drawn to Paragraphs, 1,23,
and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines” April 2019), setting for the IsDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications
but should indicate clearly whether the association is in the form of a joint
venture and/or a sub-consultancy. In the case of a joint venture, all the
partners in the joint venture shall be jointly and severally liable for the
entire contract, if selected.
A consultant will be selected in accordance with the QCBS method set
out in the Procurement Guidelines.
