INVITATION TO TENDER FOR YEAR 2017-2019 (MERGED) TETFUND INTERVENTION IN LIBRARY DEVELOPMENT AT NWAFOR ORIZU COLLEGE OF EDUCATION NSUGBE ANAMBRA STATE

(1) INTRODUCTION
Tertiary Education Trust Fund (TETFund) has allocated fund to Nwafor Orizu College of Education Nsugbe, Anambra State for the execution of projects under Years 2017-2019 (Merged) TETFund Project Maintenance Intervention towards achieving the mandate of the College. Accordingly, the College wishes to invite reputable contractors and suppliers with relevant proven competence and experience to submit tenders for the execution of the following projects.

(2)     SCOPE OF WORKS/SUPPLY

(3) ELIGIBILITY REQUIREMENTS
(A) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7;

(B) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2020;

(C) Evidence of Current Pension Compliance Certificate valid till 31^st December, 2020;

(D) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2020;

(E) Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2020;

(F) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31 /12/2020 or valid certificate issued by BPP;

(G) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nwafor Orizu College of Education, Nsugbe or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.

(H) Company’s audited account for the last three (3) years (2017, 2018 & 2019).

(I) Evidence of Financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria; indicating willingness to provide credit facility for the execution of the project when needed;

(J) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications;

(K) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Awards, Valuation Certificates, Job Completion Certificates and Coloured Photographs of the projects;

(M) For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs)

(N) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).

(O) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firms’ Letter Head Paper being among others, the Registration Number (RC), Contact Address, Phone Number (GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

(4) COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the College Librarian, Nwafor Orizu College of Education Nsugbe on evidence of a non-refundable tender fee of N 10,000.00 per Lot, payable to Nwafor Orizu College of Education Nsugbe, Account number 5060013006 in Fidelity Bank Plc.

 (5) SUBMISSION OF TENDER DOCUMENTS
(5.1) Prospective bidders are to submit bid two (2) hard copies of the “technical bid” and “financial bid” respectively packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”.

(5.2) Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to The Provost, Nwafor Orizu College of Education, Nsugbe and clearly marked with the name of the project and the Lot number.

(5.3) Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder; and drop in the designated Tender Box at the Office of Registrar, Nwafor Orizu College of Education, Nsugbe, not later than 12:00 noon on Monday, 1 March, 2021.

(6) OPENING OF TECHNICAL BIDS(6.1) Only the technical bids will be opened immediately after the deadline for submission 12:00 noon on Monday, 1st March, 2021 in Council Chamber, Nwafor Orizu College of Education, Nsugbe, while the Financial bids will be kept un-opened.

(6.2)  Please, ensure that you sign the Bid Submission Register in the office of the Registrar, Nwafor Orizu College of Education, Nsugbe. The College will not be held liable for misplaced or wrongly submitted bids. (7) VERY IMPORTANT INFORMATION
(a) Non submission of any of the documents in order listed above renders the submission non-responsive.

(b) Bids must be in English Language by an official authorised by the bidder.

(c) Bids submitted after the deadline for submission would be returned un-opened.

(d) All costs will be borne by bidders.

(e) Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bids Opening will be covered by video recording with the presence of two (2) representatives of private sector professional bodies and Civil Society Organisation in the areas of Anti-Corruption/ Transparency;

(f) Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services)

(g) Only pre-qualified bidders at technical evaluation will be contacted at a later date for financial bids opening, while financial bids of un-successful bidders will be returned un-opened.

(h) The Nwafor Orizu College of Education, Nsugbe is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.

(i) Evidence of payment of non-refundable tender fee of N10,000 must be included.

(j) All submission pages must be dully initialed by the Company.

(k) The College reserves the right to verify any claims made by the applicants and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary.

(l) The Advertisement for Invitation to tender shall not be construed as a commitment on the part of Nwafor Orizu College of Education, Nsugbe, Anambra State nor shall it entitle any contractor to make any claims whatsoever or seek indemnity from the Nwafor Orizu College of Education, Nsugbe, Anambra State.
