REQUEST FOR EXPRESSION OF INTEREST/VALIDATION OF SHOP ALLOCATION DOCUMENTS AT OYINGBO ULTRA MODERN MARKET LAGOS-MAINLAND, LAGOS

1. Introduction
Lagos state has been experiencing rapid urbanization and an imminent urban sprawl. In a bid to address this Metropolitan development challenge, the Lagos State Government is engaged in the continuous upgrade of existing markets, one of which is the Oyingbo Ultra-Modern Market, Lagos Mainland.
Lagos State Urban Renewal Agency (LASURA), the Agency of Government responsible for Urban Regeneration has been charged with the responsibility of managing the Oyingbo Ultra-Modern Market.
- The General Public and Allottees of Stalls, Shops and Offices in Oyingbo Ultra – Modern Market are hereby informed that the Management and Control of the Market is under Lagos State Urban Renewal Agency [LASURA]
- Allottees of Shops, Stalls and Offices in the market who fail to Redeem Outstanding Rents within the specified period of time will forfeit all rights to the allocation.
- Consequent upon this, LASURA is seeking for Facility Managers as well as inviting existing Allottees of shops to come forward with their proofs of allocation.
2. The Lagos State Government now invites sealed bids from eligible and qualified bidders as FACILITY MANAGERS for Oyingbo Ultra-Modern Market.
Details are as follows:
LOT BRIEF DESCRIPTION PROJECT DURATION BID SECURITY VALIDITY PERIOD 1 Maintenance and management of the property. 10 years 1% of the bid price 90 Days 2 Security of the Property and its environment 3 Cleaning of the market as at when due.
3. Qualifications requirements include:
(i) Evidence of registration as Contractor in the appropriate class, with the Lagos State Government;
(ii) Evidence of registration with the Corporate Affairs Commission (CAC) with the inclusion of the Certificate of Incorporation and the Article of Association
(iii) The last 3 years’ (2018, 2019, 82020) Company Tax Clearance Certificate with a minimum Average Turnoveras stated in the bidding document;(iv) Possession of experience as a prime Facility Manager Contractor in at least two (2) projects of similar nature and complexity with a verifiable Letter of Contract Award and Certificate of Job Completion within the last five (5) years.
(v) Detailed Company profile and Organizational structure including names and telephone numbers of the key personnel (Technical/Managerial);
(vi) Evidence of financial capability (Reference letter from a reputable bank), demonstrating access to line of credit to meet a cash flow requirement as stated in the bidding document
(vii) Copies of VAT Registration with TIN number and evidence of VAT remittance for at least 3years
(viii) Company’s Audited Account for at least three years 2018 2020
(ix) Evidence of 3-year development levy for two directors.
A margin of preference for eligible National Contractors/Joint Ventures shall be applied.
4. A complete set of the bidding document in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of N100,000:00 Bank Draft payable to Lagos State Urban Renewal Agency (LASURA). Interested Bidders may obtain further information between Friday12th February- 5th March, 2021 from 8am-4pm at the address below.
5. Bids must be delivered to the address below on or before March 5th, 2021 by 12.00 noon. Electronic Bidding shall not be permitted and late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below by12.00 noon on the same/above date.
Contractor should have capacity to deploy their own funds as Mobilization fee due to paucity of funds.
