INVITATION TO TENDER (ITT) FOR CLEANING/WASTE DISPOSAL SERVICES AND THE SUPPLY OF DIESEL
(1.0) INTRODUCTION:
(1.1) The Management of the Niger Delta Development Commission (NDDC) in line with its statutory mandate and in compliance with the relevant sections of the Niger Delta Regional Development Master Plan (NDRDMP) wishes to procure various Cleaning/Waste Disposal services and Supply of Diesel in the Commission’s Head Office Complex. The full list of the locations of the intended cleaning and waste disposal locations to be procured as well as the Diesel supply are as listed below.
(1.2) Consequently, the Commission wishes to engage the services of experienced and qualified contractors to undertake the procurement of the below listed goods and Services.
(2.0) OBJECTIVES AND SCOPE OF THE SERVICES
(2.1) CLEANING AND WASTE DISPOSAL OF NDDC PORT-HARCOURT, RIVERS STATE (Category 1)
To procure professional Cleaning and Waste Disposal companies to provide professional and impeccable cleaning and waste disposal services in its facilities Including detailed and thorough cleaning of all offices, visitors waiting rooms, restrooms, balconies and common areas/surroundings; internal and external.
(2.2) SUPPLY OF DIESEL TO NDDC PORT-HARCOURT, RIVERS STATE (Category 2)
Provision of premium quality diesel of specific gravity 0.85 for the generators at the Commission’s headquarters in trucks of 33,000 litre capacity.
(3.0) ELIGIBILITY CRITERIA
This solicitation for Tender shall be based on meeting the following minimum eligibility criteria:
(a) Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation, Form CAC 1.1 or CAC2 and CAC7;
(b) Evidence of current Company’s Income Tax Clearance Certificate for the last three (3) years valid till 31st December 2021;
( c) Evidence of current Pension Clearance Certificate valid till 31 December, 2021
( d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021
( e) Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2021
(f) Sworn Affidavit disclosing whether or not an officer of the relevant committee of the Commission or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
( g) Company’s Audited Accounts for the last three (3) years – 2018, 2019, 2020;
( h) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
(i) Company’s Profile with C.V. of Key Staff to be deployed for the project including copies of Academic and Professional Certificates;
(j) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, letter of completion and Photographs of the projects;
(k) Category 1 only: Evidence of current registration with Environmental Health Officers Registration Council of Nigeria (EHORECON);
(l) Category 2 only: Evidence of valid DPR permit
All documents for submission must be transmitted with a Cover/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.
(4.0) COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the office stated below:

on evidence of payment of a non-refundable fee of N5,000.00 (Five Thousand Naira) only per Lot, paid into Niger Delta Development Commission (NDDC)’s Remita Account in any Commercial bank in Nigeria.
(5.0) SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit Bid for each of the Lot desired in two (2) hard copies each of the Technical and Financial Bids with softcopy of Financial Bid in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two (2) sealed envelopes together in a bigger sealed envelope addressed to: The Director, Procurement Unit, Office of the Interim Administrator/CEO, 8th Floor, Head Office Building, Niger Delta Development Commission, 167, Aba Road, Port Harcourt, Rivers State
and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should bear the name and address of the Bidder and dropped in the designated Tamper Proof Tender Boxes located at: Procurement Unit, Office of the Interim Administrator/CEO, 8th Floor, Head Office Building, Niger Delta Development Commission; 167, Aba Road, Port Harcourt – Rivers State not later than 12:00 noon, Monday, March 29, 2021.
(6.0) OPENING OF TECHNICAL BIDS
Only the Technical Bids will be opened immediately after the deadline for the submission at 12:00 noon, Monday, March 29th, 2021 in the Reception Hall (Ground Floor), Head Office Building, Niger Delta Development Commission; 167, Aba Road, Port Harcourt – Rivers State, while the financial bids will be kept un-opened.
Please ensure that you sign the Bid Submission Register in the office of the Director, Procurement Unit; Office of the Interim Administrator/CEO, 8th Floor, Head Office Building, Niger Delta Development Commission; 167, Aba Road, Port Harcourt – Rivers State, as the Niger Delta Development Commission will not be held liable for misplaced or wrongly submitted bids.

(7.0) GENERAL INFORMATION
(a) Bids must be in English Language and signed by an official authorised by the bidder;
(b) Bids submitted after the deadline for submission would be rejected;
( c) Due to COVID-19, presence of bidders would not be required at the bid opening. However, bidders can join through Zoom platform whose link will be sent to bidders. Also, bidders can request for video coverage later;
( d) Soft copies of bid documents can be provided and Bids can be submitted through Courier (Post);
( e) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while financial bids of unsuccessful bidders will be returned un-opened;
( f) The Niger Delta Development Commission is not bound to pre-qualify or accept any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with section 28 of the public Act, 2007
