DEADLINE: 16TH MARCH, 2021
OYO STATE GOVERNMENT
IBADAN URBAN FLOOD MANAGEMENT PROJECT (IUFMP) (PROJECT ID: P130840 IDA NO. 5510)
REQUEST FOR EXPRESSIONS OF INTEREST (REOI)CONSULTANCY SERVICE FOR DEVELOPMENT OF ASSET MANAGEMENT PLAN FOR IBADAN URBAN FLOOD MANAGEMENT PROJECT IN THE CITY OF IBADAN, OYO STATE

(1.0)  BACKGROUND
The Ibadan Urban Flood Management Project (IUFMP) aims in the short term, to rehabilitate key infrastructure of Ibadan City, especially those destroyed by August 26, 2011 floods, and in the medium term, develop flood risk management framework by initiating risk assessment, community awareness, and providing enough flexibility in the project design to make changes based on learning. The project will also support capacity building for flood risk management in the city of Ibadan. It will reinforce Oyo State government’s early warning and response capabilities and leverage existing World Bank Projects in Oyo State in support of the IUFMP.

The topography of Ibadan, along with its many rivers and streams makes the city vulnerable to periodic flooding which destroys lives and properties of inhabitants. The flood event of 26th August 2011 led to the destruction of properties estimated to be about N3 bill ion and loss of around 120 lives.

To seek a lasting end to the perennial flood occurrences in Ibadan, the State Government, sought the assistance of World Bank. The initiative gave birth to the Ibadan Urban Flood Management Project, a novel approach comprising different components, both structural and nonstructural flood mitigation measures.

The Project Development Objective is to improve the capacity of Oyo State to effectively manage flood risk in the city of Ibadan. The project was designed to keep a good balance between urgent post disaster needs (dredging, reconstruction of bridges, roads, etc.) and medium-to-long term needs (institutional support, upgrading existing and building new infrastructure to upgrade services and mitigate future risks).

The IUFMP is comprised of:

Component 1: Flood Risk Identification, Prevention and Preparedness Measures (Total Costs US$43.0 million equivalent, IDA US$43.0 million):

supports the assessment of flood risk in the city of Ibadan, planning risk reduction measures, designing the establishment of an integrated flood early warning and response system, developing a long-term resilience strategy, and also includes the emergency contingency sub-component should a state of emergency be declared.

Component 2: Flood Risk Reduction (Total costs US$149.0 million equivalent, IDA US$149.0 million):

focuses on flood risk mitigation and drainage improvements through structural measures by financing public infrastructure investments that have been pre-identified priority sites and recommendations arising from the integrated Flood Risk Management and Drainage Masterplan.

Component 3: Project Administration and Management Support (Total costs US$28.0 million equivalent, IDA US$8.0 million equivalent)

provides support for Project management and supervision functions, including procurement, accounting, financial management, safeguards, monitoring and evaluation, audit, meetings and workshops, and impact assessments.

IUFMP Results Framework: Relevance of Qualitative Indicators for Institutionalizing Interventions

Monitoring and evaluation is an integral aspect of project. This comprises of different tools and activities aimed at delivering project performance, report progress and lessons learnt which informs key decisions for better project delivery. The Ibadan Urban Flood Management Project has Eleven (11) Indicators which comprises qualitative and quantitative format. Some qualitative indicators are effective use of flood control assets management plan, adoption of flood control asset management plan, Ibadan’s long term flood resilience strategy developed and validated etc.

Indicators helps to track project progress or otherwise and helps stakeholders take informed decision to provide value for money as well as replicate lessons learnt for future project delivery. Indicators measure and track project performance, as such parameters for measuring performance guides are provided for in the result framework.

For the qualitative indicators in IUFMP Result Framework to be reported, key documents must be developed, without which there will be nothing to measure achievements. A critical aspect of this is the Asset Management Plan, which is tied to three other Indicators. In addition to this is the Ibadan Flood Resilience Strategy.

In the backdrop of the above the IUFMP wants to engage a firm to assist the project in developing a practicable, realizable and serve as reference document and a key model for asset management in the State.
