INVITATION TO TENDER FOR THE EXECUTION OF 2021 APPROPRIATION (CAPITAL) AND (CONSTITUENCY) PROJECTS AND TETFUND PROJECT MAINTENANCE INTERVENTION

(1.0) INTRODUCTION
(1.1) Federal Government of Nigeria has allocated funds for the Federal College of Education, Eha-Amufu, Enugu State in the 2021 Appropriation Act for the execution of Capital Projects and Constituency Projects aimed at uplifting citizens out of poverty which is being embarked upon by the Federal Government of Nigeria. In addition the Tertiary Education Trust Fund has allocated funds for the Maintenance of Tetfund Project in the College.

(1.2) Accordingly, the College wishes to invite reputable contractors with relevant proven competence and experience to submit tenders (Technical Bids and Financial Bids) for the execution of the under-listed projects:

(3) ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7 (or CAC 1.1);

(b) Evidence of Company’s Income Tax Clearance Certificate for the last three (3) years (2018, 2019 & 2020) valid till 31 December, 2021; with minimum average annual turnover of N50 million;

(c) Evidence of current Pension Clearance Certificate valid till 31st December, 2021;

(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021;

(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2021;

(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP

(g) Sworn Affidavit;

– disclosing whether or not any officer of the relevant Committees of the Federal College of Education, Eha-Amufu, Tertiary Education Trust Fund or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;

– That company is not in receivership, insolvent or bankrupt.

– None of the Company Director has been convicted in any court for any criminal offence including fraud and financial impropriety

(h) Company’s Audited Accounts for the last three (3) years – (2018, 2019, 2020);

(i) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility to the tune of N20 million when needed;

(j) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of Construction/Rehabilitation/Renovation: COREN, QSRBN, ARCON, CORBON etc; in case of Supply/Furnishing: OEM/A; in case of Training: TRCN/M.ED; while that of ERP: CISCO etc);

(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years (2016 – date) including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;

(l) List of Plants/Equipment with proof of Ownership/Lease (Works);

(m) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

(4) COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Director Procurement, F.C.E. Eha-Amufu, Enugu State on presentation of evidence of payment of a non-refundable tender fee of N10,000.00 (Ten thousand Naira only) per Lot, paid into the F.C.E. Eha- Amufu Treasury Single Account (TSA) in any reputable commercial bank in Nigeria.

(5) SUBMISSION OF TENDER DOCUMENTS
Prospective bidders are to submit only one bid for each of the Lot desired, two (2) hard copies each of the Technical Bid and Financial Bid with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to Provost, Federal College of Education, Eha-Amufu, Enugu State and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Monday May 10, 2021.

(6) OPENING OF BIDS
The Technical Bids will be opened immediately after the deadline for submission at 12:00 noon on Monday May 10, 2021, while the Financial Bids will be kept un-opened. Please, ensure that you sign the Bid Submission Register, as the College will not be held liable for misplaced or wrongly submitted bids.

(7) PLEASE NOTE
(i) Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bids opening, while the financial bids of un-successful bidders will be returned un-opened;

(ii) This advertisement is published for information purposes and should not be construed as a commitment or obligation on the part of the College;

(iii) Bidders are required to arrange their submissions in chronological order as contained in 3{(a)-(m)} of the Eligibility Requirements with Table of Contents and paginated;

(iv) Bidders are to note that bidders who violate these rules shall be disqualified
