INVITATION FOR BIDS (IFB)
2021 CONSTITUENCY EMPOWERMENT PROGRAMME (PHASE 1)

(1) The Oyo State House of Assembly under the contract for the supply of 2021 Constituency Empowerment Programme (Phase II) is inviting interested bidders to supply the underlisted items.

(2.0)  LIST OF PROCUREMENT

Bidders are to bid for all Lots

(3.0) QUALIFICATION REQUIREMENTS / ELIGIBILITY CRITERIA
Interested and competent Contractors wishing to carry out the projects as described above-will be required to submit the following documents:

(i) Evidence of Registration with the Corporate Affairs Commission (CAC) with the inclusion of Certificate of Incorporation and Articles of Association.

(ii) Company Tax Clearance Certificate for the past three years (2018-2020).

(iii) Evidence of Registration of Business Premises with the Oyo State Ministry of Trade, Investment and Cooperatives.

(iv) Copies of Personal Income Tax Clearance Certificates of Two (2) Directors issued by the Oyo State Internal Revenue.

(v) Possession experience as a Prime Contractor in at least (2) projects of similar nature and complexity with verifiable letter of contract award and certificate of job completion within the last Five (5) years.

(vi) Detailed Company profile and Organization structure including names and telephone numbers of key personnel (Technical/Managerial).

(vii) Evidences of VAT remittances for the last 3 years (2018-2020)

(viii) Evidence of registration with Oyo State Bureau of Public Procurement (BPP).

(4.0) IMPORTANT INFORMATION
(i) All claims must be adequately substantiated with documents and must be verifiable

(ii) The OYHA shall deal directly with only the authorized officers of interested companies and not with their agents

(iii) This bidding exercise shall not be construed as a commitment on the part of the OYHA to award the contracts to anyone or even award any contracts at all.

(iv) The OYHA will not be responsible for any cost or expenses incurred by any interested party (i.e) in connection with responses to this invitation.

(v) The OYHA reserves the right to annul the selection process at any time without incurring any liabilities and attributing any reason thereof.

(vi) Late submission will be rejected

(vii) Sworn affidavit that no member of OYHA or staff of Oyo State BPP is a Director of the Company and that all documents are true.

Interested eligible bidders may obtain further information from and collect the bidding document at the Director of Administration & Supplies, Room 57, Oyo State House of Assembly Complex.

(5.0) COLLECTION OF BIDDING DOCUMENT
A complete set of Bidding Document in English Language may be collected by interested bidders at the above address, upon payment of a non-refundable sum of N100,000.00. The method of payment (accounts) and the bidding document will be collected by hand from the office of the Director (Admin. & Supplies), Room 57, Oyo State House of Assembly Complex Secretariat, Ibadan.

(6.0) SUBMISSION OF BID DOCUMENTS
One (1) Original completed bids should be delivered in sealed envelope clearly marked with 2021 Empowerment Programme Phase 1 and addressed to: THE CLERK of the House at HOUSE OF ASSEMBLY COMPLEX and delivered at the same address on or before 12noon Wednesday, 31 March, 2021.

(7.0) BID OPENING:
Bids will be opened in the presence of bidders’ representatives who choose to attend on Wednesday, 31 March 2021 at 12 noon, at the Conference Room of the Oyo State House of Assembly.
