INVITATION FOR PREQUALIFICATION OF CONTRACTORS FOR 2021 RECURRENT/CAPITAL PROJECTS OF THE NIGERIA POLICE FORCE
PREAMBLE:
In compliance with the due process requirements for the procurement of Works, Goods and Services in Federal Government Ministries, Departments & Agencies, the Nigeria Police Force invites competent contractors to apply for prequalification in tendering for Construction/Rehabilitation works and the procurement of Goods and Services in categories below (Lots 1-21)
B. THE SCOPE OF WORKS SHALL CONSIST OF THE FOLLOWING:

2c. Procurement of Public Relations Equipment for Public Relations Unit at FHQ, Formations & State Command

C. PRE-QUALIFICATION REQUIREMENTS
Submission of Company Profile containing the following:
i. Evidence of Certificate of Incorporation issued by the Corporate Affairs
ii. Commission (CAC) including Forms CAC2 and CAC7 (or CAC1.1)
iii. Evidence of Company’s Current Tax Onarance Certificate for the last three (3) years (2018, 2019 and 2020)
iv. Evidence of Current Pension Compliance Certificate Expiring on 31st December, 2021
v. Evidence of Industrial Training Fund (ITF) Compliance Certificate expiring on 31st December, 2021
vi. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 31st December 2021
vii. Evidence of registration in the Database of Federal Contractors, Consultants and Service
viii. Providers by inclusion of the interim Registration Report (IRR) expiring on 30th June, 2021 or valid certificate issued by BPP
ix. Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Nigeria Police Force or the Bureau of Public Procurement is a former or present director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in bid are true and correct in particulars
x. List of key personnel (Technical and Administrative) including photocopies of staff qualification and current payslip
xi. List of plant and Equipment owned or to be hired with proof of ownership if owned
xii. At least three (3) previous works successfully completed with letters of award and completion certificates attached, and /or on-going works and their details including locations
xiii. Company’s Audited Accounts for the past three (3) years-(2018, 2019 & 2020)
xiv. Auctioning License (LOT 20 only)
xv. NAICOM Certificate (LOT 16 ory)
xvi. Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles
xvii. For Supply of Medical Equipment; Letters of Authorization from the Original Equipment Manufacturers ted in the Approved Policy for Procurement of Health and Medical Equipment for Tertiary Hospital in Nigeria
xviii. For Supply of other Equipment: letter of Authorisation hom the Original Equipment Manufacturer (OEM)
xix. Evidence of direct dealership with ASTRAA Manufacturer (Lot 2b only)
xx. All documents for the submission must be transmitted with a Covering/Forwarding letter under the Company letterHead Paper bearing amongst others, the Registration Number (RC) s issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number preferable GSM No, and e-mail address. The Letter Head must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the
authorised officer of the company.
D. SUBMISSION OF PRE-QUALIFICATION DOCUMENTS:
Prequalification documents should be neatly packaged in a sealed envelope and marked at the top le-hand comer “Confidential Pre-Qualification Document” stating the LOT and Addressed to “The Secretary, Nigeria Police Procurement Planning Committee, Nigeria Police Force, Louis Edet House, Abuja. The Sealed envelope should be deposited in the tender box provided for this purpose a Nigeria Police Department of Logistics a Supply (Works), Garki II
opposite of Central Bank, Abuja not later than 12:00 noon on 12th May, 2021.
The technical bids shall be opened immediately after the deadline for submission at 12:00noon on 12/05/2021 a Department of Logistics a Supply (Works), Garki II opposite old Central Bank, Abuja
E. NOTE
For the submission of the pre-qualification documents, the Nigeria Police is nether committed nor obliged to include any company’s name in any bid list or award any contract to any company on the bid
The Nigeria Police Force reserves the right to reject any or all pre-qualification
packages. The notice of Invitation to Prequalify shall not be construed as commitment on the part of the Nigeria Police Farce, nor shall t enlite any company to make claims whatsoever or seek any indemnity from the Nigeria Police. Only the pre-qualified bidders will be invited at a later date for collection of Tenders documents. The Nigeria Police Force is not bound to pre-qualify any bidders and reserves the right to annul the procurement process at any time without incurring any leblies in accordance with Section 28 of the Public
Procurement Act 2007
