INVITATION TO TENDER FOR EXECUTION OF PROJECTS

INTRODUCTION
The Federal Fire Service, a Paramilitary Agency under the supervision of the Federal Ministry of Interior intends to undertake the procurement of works and Goods under the 2021 Capital Appropriation. The Service hereby invites competent and reputable registered contractors/suppliers to bid for the execution of the under listed projects:

COLLECTION OF TENDER DOCUMENTS
Interested Contractors/Suppliers should collect bid document with the payment of a non-refundable tender fee of N 10,000.00 per Lot (payable to Federal Fire Service TSA Account at any bank in Nigeria) Tender documents are to be collected at the Procurement Office 3rd Floor, Federal Fire Service Headquarters. Area 10, Garki, Abuja from 26 April, 2021, upon presentation of evidence of payment.

MANDATORY REQUIREMENTS
Prospective contractors are required to submit the following without which the firm will be disqualified.

5Company’s Profile including Key personnel C.V. and Academic/Professional Certificate such as COREN, QSRBN, ARCON, etc. for Category A.
6Evidence of NSITF Clearance Certificate valid till 31/12/2021
7Evidence ITF Compliance Certificate valid till 31/12/2021.
8Evidence of Pension Clearance Certificate valid till 31/12/2021
9Evidence of at least Three (3) similar projects executed in the last five (5) with certificates of completion.
10List of Plants and Equipment with proof of ownership/lease (for Category A).
11Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Federal Fire Service or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars
12Affidavit showing that no Director of company has been convicted in any country for any criminal offense relating to fraud or financial impropriety.
13Affidavit showing that the company is not in receivership.
14Evidence of Registration on the National Database of Federal Contractors; Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid Certificate issued by BPP;
15Certificate of registration with Special Control Unit against Money Laundering (SCUML); and
16All documents for submission must be transmitted with a covering/forwarding letter under the company/firms letter head paper.

SUBMISSION OF BID(S)
Contractors/Suppliers should submit neatly bound and signed Technical and Financial bids in different envelopes marked “Technical Bid” and “Financial Bids” with the contractors’ name and address on the reverse side of the envelopes. Thereafter put the two sealed envelopes together in a bigger sealed envelope addressed to:

CLOSING/BID OPENING
All bids must be deposited in the Bid Boxes provided at the Procurement Office on or before 12 noon on 7 June, 2021. Public opening of Technical Bids will be at the Federal Fire Service Lecture Hall at 12:00 Noon, on 7 June, 2021. Only pre-qualified bidders shall be invited for the opening of the Financial Bids at a later date, while bids of unsuccessful bidders shall be returned unopened.

GENERAL INFORMATION

  • Bids must be in English Language and signed by an official authorized by the bidder;
  • Bids submitted after the deadline for submission shall be documented and returned unopened;
  • All cost shall be borne by the bidder;
  • The Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The Bid Opening will be covered by video recording with the presence of two (2) representatives of private sector professional bodies and Civil Society Organization in the areas of probity and transparency and shall be made available to bidders upon request.
  • Bid documents can also be collected in soft copies and bidders can submit through Post (Courier Services)
  • The Federal Fire Service is not bound to prequalify any bidder and reserves the right to annul the Procurement Process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
