REQUEST FOR EXPRESSION OF INTEREST (REOl)
(SERVICE PROVIDERS FOR MONITORING AND SUPERVISION OF FISH LANDING SITES)

PURPOSE
The Ministry of Agriculture hereby solicits for Expression of Interest for the engagement of Service Providers, who, in collaboration with the Ministry, would be responsible for the supervision and monitoring of fishermen’s activities at the 109 fish landing sites across the State with a view to enhancing the artisanal fisheries sub-sector capacity for value-addition, employment generation, GDP contribution and attractiveness for more active and productive youth participation.

INTRODUCTION
Artisanal fishing is the predominant occupation of the people living in the coastal areas and around the vast lagoon network of Lagos State. This sector produces a total of 137,919 tonnes of fish annually, representing about 80% of annual fish production in the State and provides employment for over 4,000 fishemmen out of which a significantly high number represents an ageing population.

A baseline survey conducted by the Ministry in 2021 shows that 3,765 canoes and 11,925 sets of fishing gears are used by the fishermen in 109 identified fish landing sites across the five (5) Administrative Divisions of the State. The challenge, thus, is for the State Government to reduce revenue leakages in the sector through proper tracking of activities of fishermen, thereby enhancing the sector’s capability to cater for its operators’ livelihoods. while attracting and sustaining more active and productive youth participation in the sector.

The Ministry of Agriculture, therefore, is cailing for expression of interests from Service Providers, who would monitor and supervise, on behalf of the Ministry, the fish landing sites in the under-listed locations within the State:

ELIGIBILITY CRITERIA:
Interested firms must
i. Provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among stalls, etc.).
ii. Attach evidence of Tax paid to the State in the last 3 years(2018, 2019& 2020)
iii. Provide evidence of Finance to implement the task.

  • Firms may associate to enhance their qualifications.
  • Firms will be selected in accordance with the procedures set out in the Lagos State Public Procurement Law
  • Interested service providers may obtain further information From the Directorate of Fisheries Services, Room 12, Ground Floor, Block 23, Ministry of Agriculture, Block 23, The Secretariat, Alausa, Ikeja between 9.00 a.m.and 4.00p.m.
