EXPRESSION OF INTEREST FOR THE PREPARATION OF ADO EKITI TERRITORIAL MASTER PLAN
The Government of Ekiti State, Nigeria hereby invites Tenders from registered and reputable Professional Firms/Consortium to prepare a master plan to provide a sustainable framework for future development of Ado Ekiti the State Capital and Satellite Towns.
SCOPE OF WORK
The Scope of Service shall include the following:
PREPARATION OF ADO EKITI TERRITORIAL MASTER PLAN
SCOPE:
(i) Master plan to guide and direct development for a minimum of 20 years.
(ii) Land use issues
(iii) Strategic growth
(iv) Security/Emergency responses
(v) Existing zoning District (land use project, Design alternative)
(vi) Recommendation zoning District
(vii) Relationship to other plan elements and Policy Document
(viii) Intervention/Development schemes/PROPOSED Urban Renewal related activities
(ix) Sewage
(x) Drainage
(xi) Implementation Strategies
(xii) Map presentation
(xiii) Submission of Master plan documents in hard and electronic copies.
Prospective bidders are requested to pay the sum of N450,000.00 to the Ministry’s Revenue Head Titled Contract Document/Tender Fees with IPSAS Code 025300100100- 12020427 and obtain the receipt for a non refundable Tender Fee through direct lodgement at any of the Government etransact designated banks.
BIDS REQUIREMENTS
(a) Evidence of Registration with the Corporate Affairs Commission, Certified True Copies of Memorandum and Articles of Association and CAC Form 07 or the equivalent.
(b) Evidence of Registration (for Consultancy Services) with Ekiti State Bureau of Public Procurement
(c) Evidence of Registration with the relevant professional bodies
(d) Evidence of payment of the stipulated Tender fee
(e) Evidence of Registration of verifiable business premises in Ekiti State.
(f) Company Profile/Resume of Professional and Technical Staff
(g) Company Tax Clearance Certificate (2018, 2019 & 2020)
(h) VAT Registration Certificate.
(i) Verifiable documentary evidence of similar jobs executed within the past 5 years including Letters of Awards, Valuation Certificates, Job Completion Certificates, etc.
(j) Evidence of payment of Ekiti State Development Levy (2018, 2019 & 2020).
(k) Evidence of payment of tax by 2 directors of the Company.
(l) Letter of expression of interest
(m) Duration of project/Plan of work
(n) Credit letter from the company’s bank
(o) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2021.
(p) Sworn Affidavit disclosing whether or not any Officer of the Ministry of Housing & Urban Development or the Bureau of Public Procurement is a former or present Director shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars.
(q) Company’s Audited Accounts for the last three (3) years
SUBMISSION OF PROPOSAL TECHNICAL AND FINANCIAL
A comprehensive project proposal such as the Technical details including letter of intent, the methodology for the assignment, period of completion, etc. and Financial outlay, bound in A4 formats must be enclosed in wax-sealed envelopes (without inscribing in whatsoever manner, the name of the bidder) clearly marked “EKSG/H&UD; BID FOR THE PREPARATION OF MASTER PLAN ADO EKITI AND SATELLITE TOWNS” must be addressed and submitted not later than 12 noon, Thursday, 3 of June 2021 to the following Office;

ADDITIONAL INFORMATION
(a) Only bids submitted in the prescribed manner shall be accepted by the Tenders Secretariat.
(b) This advert shall not be construed as a commitment on the part of the State Government to award a contract to any particular bidder.
(c) This advert shall not entitle any company to make any claims whatsoever, and/or seek any indemnity from the State Government, and/or its Agencies by virtue of such companies having applied for the advertised job(s).
(d) Government of Ekiti State. Nigeria is not bound to accept the lowest bidder.
(e) Opening of Bid: Opening of bids shall take place at the secretariat of the State Tenders Board IMMEDIATELY after the deadline for submission.
