INVITATION FOR PRE-QUALIFICATION FOR THE EXECUTION OF 2021 CAPITAL AND ZONAL INTERVENTION PROJECTS

The projects development institute wishes to invite qualified, interested and eligible contractors, consultants, suppliers and services providers to submit their company’s technical bids for the following projects under categories A, B, C and D.

REQUIREMENTS FOR QUALIFICATION
Prospective Companies suppliers/Consultants shall be required to possess the following documents as minimum selected material to pre-qualify.

Failure to meet and submit the satisfactory documentary evidence will automatically lead to rejection of the submission.

(a) Evidence of Certificate of Incorporation issued by Corporate Affairs Commission (CAC), including CAC1.1 or CAC2 and CAC7. Business Name is acceptable for Services;

(b) Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three years valid till 31st December, 2021.

(c) Evidence of current Pension Clearance Certificate valid till 31st December, 2021.

(d) Evidence of current industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2021.

(e) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Clearance certificate valid till 31st December, 2021.

(f) Evidence of registration with National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31/12/2021 or valid certificate issued by BPP.

(g) Sworn Affidavit disclosing whether or not any officer of Projects Development Institute Enugu or Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that at the information presented in its bid are true and correct in all particulars.

(h) Company’s Audited Account for three (3) years 2018, 2019, 2020.

(i) Reference letter from a reputable commercial bank indicating willingness to provide credit facility for execution of the project when needed.

(j) Company’s profile with curriculum vitae of key staff to be deployed for the project including copies of Academic/Professional Qualifications such as COREN, QSRBN, ARCON, CORBON etc.;

(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects.

(l) Works: List of Plants/Equipment with proof of Ownership/Lease.

(m) For Supply of Equipment: Letter of Authorization as representative of the Original Equipment Manufacturers (OEMs)

(n) Services: Evidence of current Firm’s registration with the relevant regulatory professional body(ies);

(o) Only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for the vehicles

(p) ICT jobs: Evidence of current registration/accreditation with Computer Professionals Registration Council of Nigeria and National Information Technology Development Agency (NITDA)

(q) For Training Programmes: Evidence of Firm’s Registration with the Centre for Management Development (CMD)

(r) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)

(s) All document for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No), and-email address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
Prospective bidders are to submit bid for each Lot desired, two (2) hard copies each of technical bids packaged separately in sealed envelopes and clearly marked as “Technical Bid”. Thereafter, put the two sealed envelopes together a bigger sealed envelope addressed to The Acting Director General/CEO, Projects Development Institute, PRODA Headquarters, Emene Industrial Layout, Emene, Enugu State, clearly marked with the name of the project and Lot number. Furthemore, the reverse of each sealed envelope should bear the name and address of the bidder and dropped in designated Tender Box not later than 12:00 noon on Monday, 31 May, 2021.

SUBMISSION OF EXPRESSION OF INTEREST (CONSULTANCY SERVICES)
Interested firms are to submit two (2) bound copies of Expression of Interest (EOI) for each lot desired. The documents should be submitted in a sealed envelope and addressed as stated above; and clearly marked with (the name of the project and the Lot Number furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and drop in the designated Tender Box not later than 12:00 noon on Monday 24 May, 2021.

OPENING OF EOI AND TECHNICAL BIDS
The EOI and the Technical Bids will be opened immediately after the deadlines for submissions at 12:00 noon on Monday 24 May, 2021 and 12:00 noon on Monday 31 May, 2021 for respectively the PRODA Auditorium,

Please ensure that you sign the bid Submission Register in the office of the Procurement Unit, Room No 101, PRODA Headquarters, Emene Industrial Layout, Emene, Enugu State, as PRODA will not be held liable for misplaced or wrongly submitted bids.

SCOPE OF WORK FOR CONSULTANTS
The scope of work covers both Pre and Post Consultancy Services which includes but not limited to:

(1) The preparation of preliminary designs and estimates

(2) Advising on cost alternatives

(3) Production of detailed working drawings

(4) Production of detailed Bills of Quantities, Articles of Agreement and analyzing and providing Tender reports.

(5) Normal site supervision and related Consultancy Services.

NOTE
Interested bidders should note the following:

(i) Category A, B and C: Only Prequalified bidders will be invite data later date for collection of tender documents

(ii) Category D: Only shortlisted bidders will be invited at a later date of collection of Request for Proposals

(iii) Bidders should not bid for more than two (2) Lots;

(iv) Failure to comply with all instruction(s) shall automatically lead to disqualification.

(v) Presence of bidders/representatives and members of the public shall not be required during the bid opening ceremony in compliance with COVID-19 Guidelines. The EOI and technical bids opening will be covered by video recording (links will be sent to all bidders) in the presence of two (2) representatives of private sector professionals and civil society organization in the area of Anti-Corruption/Transparency.

(vi) The Project Development Institute (PRODA) is not bound to prequalify/shortlist any bidder and reserve the right to annul the procurement process at anytime without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007.
