(1) BACKGROUND
The Federal Republic of Nigeria (hereinafter called “Borrower”) has received financing from the African Development Bank in the form of a “loan” towards the cost of Inclusive Basic Service Delivery and Livelihood Empowerment Integrated Project (IBSDLEIP). The Borno State Government Programme Implementing Unit (PIU) the beneficiary of the loan intends to apply a portion of the proceeds of this loan to eligible payments under the contract for Supervision Consultancy Services for the Public building in the State.
(2) Overall Objective of The Consultancy
The overall objective is to put in place a robust system for quality management of all works contracts in line with the design and technical specifications to ensure there is value for money and equally meant to strengthen the capacity of the RUWASSA staff in contract management.
(3) Scope of Work and Task
This consultancy shall cover supervision, quality assurance, and certification of all works done as follows: Construction of 5 model schools, construction of 5 primary healthcare centers, construction of Maiduguri TVET Centre, and Construction of Maiduguri cattle Market spread all over the state. The duration of the assignment is twelve months and is expected to commence by August 2021.
(4) The Borno State Programme Implementation Unit (SPIU) now invites Expressions of Interest (EOI) and information from suitable consultants that will provide supervision for quality assurance for the construction of public buildings.
(5) Interested Consultants must provide information indicating that they are qualified to perform the assignment (Brochures, description, and experience of similar assignments, availability of appropriate skills among staff, etc.) Specifically, Consultants are to provide the following
Information:
(i) A full company profile, with all details (Address, contact person, Phone numbers, e-mail)
(ii) General Organizational capability and resources (staffing, years of experience)
(iii) Evidence of company executed relevant assignments.
(6) Eligibility criteria and the selection procedure for Least Cost Selection (LCS) are in accordance with the African Development Bank’s “Procurement Framework, dated October 2015, which is available on the Bank’ website at http://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy/
(7) Interested consultants may obtain further information at the address stated below during office hours 09:00-4:00 (WCA Time).
(8) The Consultant shall submit One (1) Original and Three (3) copies of Expressions of Interest (EOI) with a soft copy on a CD and must be delivered to the address below by 29 June, 2021at 12:00noon.
