SUPPLY AND DEVELOPMENT OF ICT EQUIPMENT.

INTRODUCTION
The Kaduna State Water Services Regulatory Commission was established under the Kaduna State Water Supply and Sanitation Law 2016 by the present Administration to promote, regulate and enforce legislations and policies on water services and hygiene in the State. In carrying out its mandates, the Commission needs befitting Information and Communication Technology (ICT) equipment and Platforms for efficient and effective communication with general public, particularly its stakeholders and water related organizations within and outside Nigeria. In view of this and in compliance with the provision of the Kaduna state Public Procurement Law 2016, the Kaduna State Water Services Regulatory Commission on behalf of the Kaduna state Government hereby invites interested eligible and competent Suppliers to bid for the Development of Website and supply of IPADS for the Commission.

TENDER REQUIREMENTS

  • Corporate Affairs Commission is required
  • Tax Clearance Certificate
  • Evidence of current compliance with Pencom
  • ITF certificate is required
  • Equipment and Technology capacity with evidence of ownership/lease agreement
  • Evidence of VAT registration and remittances
  • Evidence of Financial Capability and Banking Support.
  • Evidence of current registration with the Kaduna State Public Procurement Authority
  • Company Audited Account for three years- 2018, 2019 & 2020
  • Evidence of current registration of Business premises with the Kaduna State Ministry of Business Innovation and Technology.
  • Technical experience and qualifications of key personnel with evidence of registration with appropriate professional bodies.
  • Evidence of similar verifiable projects successfully executed/completed/on-going with attached copies of award letters, payment and completion certificates
  • Evidence of Bid Security of 5% in the form of Bank Guarantee or Certified Bank Draft from a reputable Bank in Nigeria.

COLLECTION OF TENDER DOCUMENTS
Interested Suppliers/Firms can obtain the Financial Tender Document on the KADPPA e-procurement portal from June 17, 2021 to July 2,2021 at a non-refundable tender fee of Forty Thousand Naira (N40,000.00) only payable to Kaduna State Government through the portal.

SUBMISSION OF TENDER DOCUMENTS
(a) An electronic copy each of the Completed Technical and Financial Bids are to be submitted on the KADPPA e-Procurement portal.

(b) The Technical and Financial bids must be inserted and submitted in separate folders clearly marked “Technical Bid” and “Financial Bid.”

(c) The Financial Bid must be submitted in the same format (Excel) it was obtained from the portal.

(d) A copy of the Summary Page of the Financial Bid should be submitted separately.

(e) All submissions must bear the name, address and contact number of Bidder, Project Description and Lot number clearly marked. CONTROL SUBMISSION:

(f) A hard copy each of the Completed Technical and Financial bids in separate envelopes, shall be placed in a large outer envelope marked at the top right hand side as ‘Control Copy’, and dropped in the ‘Control Box’ at the Kaduna State Water Services Regulatory Commission Headquarters No.1 Coronation Crescent ,Behind Lugard Hall ,Kaduna. All the envelopes must bear the company name and contact number at the reverse sides while the “Project Description’ and “Lot No.’ clearly marked at the top left-hand corner of the envelopes and addressed: The Executive Chairman Kaduna State Water Services Regulatory Commission No.1 Coronation Crescent, Behind Lugard Hall, Kaduna. Failure to comply with this requirement of separate submission for Technical and Financial Documents shall lead to disqualification. The submission shall be made not later than 12 noon of July 2, 2021.

OPENING OF TENDER DOCUMENTS
(a) Electronic copies of the Technical Bid and the Summary Page of the Financial Bid received shall be opened immediately after the close of receipt of bids in the presence of the representatives of the Bidders on the KADPPA e-Procurement portal.

(b) Only bids that meet the pre-qualification requirements shall proceed to the financial evaluation stage

GENERAL NOTICE
(a) Only the electronic bids submitted through the KADPPA e-procurement portal shall be considered for prequalification.

(b) Financial Bids submitted in any format other than in Excel format shall be rejected.

(c) This advertisement shall not be construed as contract award or any commitment on the part of the Kaduna State Government or its Agency/Agents; nor shall it entitle any company/firm to make any indemnity from the Kaduna State Government or any of its Agencies/Agents by virtue of such company/firm having responded to this advertisement.

(d) Response to this advertisement does not oblige the Kaduna State Government or its Agencies/Agents to consider responding company/firm’s bid.

(e) The Client reserves the right to accept any Bid, annul the Bid proceedings, or to reject any or all bids at any time prior to Contract award, without thereby incurring any liability, or any obligation to inform Bidders of the grounds for the action.
