KWARA STATE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT
INVITATION FOR EXPRESSION OF INTEREST FOR THE ENGAGEMENT OF A TRACTOR MANAGEMENT CONSULTANT FOR THE MANAGEMENT OF 15NOS TRACTORS AND THEIR IMPLEMENTS.
(1.1) INTRODUCTION
The Kwara State Government recently procured 15 nos. tractors to enhance her agricultural mechanization programme with a view to achieving food security and food sufficiency in the State. To this end, Kwara State Ministry of Agriculture and Rural Development, Ilorin intends to engage a registered and reputable Tractor Management Consultant, who will be responsible for the management and leasing of the tractors to farmers in the State.
(2.0) SCOPE OF SERVICE
Management and leasing of the 15 nos. Tractors to farmers in Kwara State.
(3.0) ELIGIBILITY REQUIREMENT
Interested and competent Companies/Firms wishing to submit expression of interest are requested to submit their company profiles which shall include the following:
(i) Evidence of Certificate of Incorporation issued by Corporate affairs Commission (CAC).
(ii) Evidence of Company Incomes Tax Clearance for the last three (3) years (2018, 2019 and 2020).
(iii) Evidence of current Pension Compliance certificate valid till 31st December, 2020.
(iv) Evidence of current Industrial Training Fund (ITF) compliance certificate valid till 31st December, 2020.
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) compliance certificate valid till 31st December, 2020.
(vi) Evidence of Registration with Kwara State Public Procurement Agency.
(vii) Company Audited Accounts for the last three (3) years (2018, 2019 and 2020).
(viii) Evidence of financial capability to undertake the service with commensurate insurance policy.
(ix) Company’s profile with curriculum Vitae of key staff including their Academic and professional qualifications.
(x) Verifiable documentary evidence of experience in management of heavy duty equipment.
(xi) Evidence of possession of appropriate license with regulatory authorities.
(xii) Evidence of ability to ensure that the necessary security, logistics and communication arrangements are made to enhance effective and efficient management of the tractors.
(4.0) SUBMISSION OF EOI
Interested Firms/Companies are to submit five (5) bound of Expression of Interest (EOI) documents. The document should be submitted in sealed envelope marked “Expression of Interest for Tractor Management” and addressed to:

Note later than 12noon of Monday 14 June, 2021.
(5.0) OPENING OF EOI
The EOI documents will be opened immediately after the deadline for submission at 12:00 Noon of Monday 14 June, 2021 in the conference room of the Ministry.
Please note that the Ministry of Agriculture and Rural Development will not be held liable for misplaced or wrongly submitted EOI documents.
(6.0) GENERAL INFORMATION
(a) EOI must be in English Language and signed by an official authorized by the Firm;
(b) EOI submitted after the deadline for submission would be returned un-opened
(c) All costs will be borne by the Firms;
(d) Bidders can submit through Post (Courier Services);
(e) Only shortlisted Firms will be contacted at a later date for submission of proposals;
(f) The Kwara State Ministry of Agriculture and Rural Development is not bound to accept any bidder and reserves the right to annul the Procurement Process at any time without incurring liabilities In accordance with section 38 of the Kwara State Public Procurement Law, 2018, as amended.
